Based on the theory of online education and the current situation of online education industry, this paper finds that due to the huge differences between online education and traditional classroom education, there is a big gap in the teaching effect between them.Online education platform and online education users have urgent needs to information technologies such as Adaptive Learning. From an insight into the adaptive learning model, this paper chooses the domain model as the starting point and puts forward the method of constructing the two-phase ontologies of online course knowledge,by dividing it into cognitive ontology and domain ontology. This method can embody the duality of knowledge representation in the field of education and can achieve the organic combination of teaching and learning in knowledge by establishing interphase mapping between the two-phase ontologies. In this paper,Protégé is used as the ontology development tool. The abstract classes of "knowledge points" and "domain concepts" are proposed as the base classes of the two-phase ontologies respectively. The descriptions of basic ontology elements such as classes and attributes are summarized. Finally by constructing the ontology of primary school mathematics courses, using Bayesian Knowledge Tracing and Item Response Theory, implements Java and Jena API to item sequencing, which verifies the feasibility of the ontology construction method proposed in this paper in the field of Adaptive Learning.
