Research On Promoting The Mechanism Of Reemployment Of Landless Peasants In The Process Of Urbanization

With the progress of society and the development of the economy,China's urbanization process has been accelerating,and a series of social problems have also arisen.In the 10 years from 2008 to 2017,the area of urban construction land in China increased from 39,100 square kilometers to 55,200 square kilometers.The increase in land area for urban construction also means the reduction of rural cultivated land and the loss of land due to urban expansion.More and more farmers.Based on the two indicators of agricultural land non-agriculturalization and per capita arable land area,this paper estimates that the number of landless farmers in China has exceeded 100 million.The peasants lost their jobs while losing their land,lost the only source of economic life,and lost the right to social security brought about by the possession of land.The report of the 19 th National Congress of the Communist Party of China pointed out that "the problem of agricultural and rural peasants is a fundamental issue concerning the national economy and the people's livelihood." When China's urbanization is rapidly carried out,the problem of reemployment of landless peasants cannot be ignored.Therefore,this paper focuses on how to properly solve the problem of reemployment of land-losing farmers in urbanization construction,transforming it into the “power” of urbanization construction,and promoting China's urbanization construction and social and economic development.This paper first defines the basic concepts of urbanization,landless peasants,employment and reemployment,and elaborates on the Marx and Engels land rent theory and social security theory and Schultz's human capital theory.Secondly,through the previous literature research,it points out that there are problems in training,social services and policy support for reemployment of land-losing farmers,and analyzes the practical needs of solving the problem of re-employment of land-losing farmers from different aspects.Finally,based on the training mechanism,social service mechanism and policy support mechanism of landless farmers' reemployment,this paper proposes an optimization method for the reemployment problem of landless farmers.Specifically:First,the reemployment training mechanism for land-losing farmers based on the basic framework of “incentive-monitoring” should encourage the peasants who lost land to participate in the re-employment training,improve the re-employment training system,implement the vocational qualification certification system,and improve the overall quality of land-losing farmers.The reemployment of land-losing farmers lays the foundation for human resources.Second,the social service mechanism for reemployment of land-losing farmers based on the basic framework of “coordination-supervision” should clarify the specific responsibilities of the government,employers and land-losing farmers,strengthen information sharing,strengthen the cooperation of the various labor market entities,and finally realize the sharing of employment information.To provide a material basis for reemployment for land-losing farmers.The third is the support mechanism for the reemployment policy of land-losing farmers based on the basic framework of “guarantee-constraint”.It is necessary to protect the basic rights and interests of land-losing farmers through the improvement of rural land acquisition system,household registration system and unemployment insurance system,which is not conducive to promoting land-lost farmers.The factors of employment are constrained.In short,solving the problem of reemployment of landless peasants is the key to orderly promoting China's urbanization.Starting from the reemployment training mechanism,social service mechanism and policy support mechanism of landless farmers,this paper points out the specific methods to solve the problem of reemployment of landless farmers,and provides a new direction for solving the problem of reemployment of landless farmers.
