Research On The Operation Mechanism Of Educational Think Tanks In Local Universities

The educational think tank of local colleges and universities is based on education and related issues as the main research object,to provide educational advice and serve the government decision-making for the purpose of China's new ideological and ideological system for laying the foundation for China's education to deepen the reform to provide intellectual support.However,the construction of educational think tank in local colleges and universities has just started,the operation mechanism is not perfect,and its construction and development are facing various difficulties.Therefore,it is the common aspiration of colleges and universities,the government and the community to carry out in-depth and systematic research on the educational think tank of local colleges and universities in China,and has important practical significance and practical value.On the basis of the analysis of the history,connotation and characteristics,organizational structure and operation of the educational think tank in local colleges and universities,the author chooses X educational research institutions to carry on the case study,and also learns experiences from the famous educational think tank in American——the Consortium for Policy Research in Education.The author focuses on the five aspects of the orientation,organizational structure,source of funds,staffing and team building,achievement output and transformation,and explores the achievements,shortcomings and shortcomings of X educational research institutions,and then learn from the useful experience of the operation of educational institutions in the United States,and then from the target design,organizational structure,fund raising,research team building,personnel assessment and incentive mechanism,assessment mechanism,scientific research achievements and publicity and other aspects of China's local university education Strategies.The article found that the X institutions have made great progress in the construction of the think tank,but there are still some problems such as weakening the decision-making consultation function,insufficient funding and limited control,less scientific research team and low conversion rate of scientific research.As one of the world's top educational think tanks,the Consortium for Policy Research in Education has high quality of scientific research results and stronger influence,making great contributions to the development of educational research and education in the United States,mainly because it constructs a flexible organizational structure and stable and diversified sources of funding,set up interdisciplinary and collaborative research team,to build a wide range of results to promote marketing and publicity channels.Through the systematic analysis of the problems existing in the educational think tanks of local colleges and universities in China,combined with the experience of the top educational institutions in the United States,the author thinks that the educational think tanks of local colleges and universities should refine the target orientation so as to clarify their organizational goals,research objectives,Functions and service objects,etc.;to build a flexible matrix organizational structure,to ensure the orderly development of scientific research work to promote scientific research knowledge innovation;broaden the sources of funding channels to ensure the scientific results and impartiality of innovation;innovating scientific research team building,to improve the quality of scientific research achievements;reforming assessment and incentive mechanism,to stimulate the scientific research power of researchers,to enhance the output of scientific research and its relevance and practicality;expanding the results of marketing mechanisms,innovation and scientific research achievements channels to promote scientific research results,to enhance the comprehensive influence of scientific research institutions.Through the above six dimensions of the construction,and ultimately improve our local colleges and universities educational think tank operation mechanism,and comprehensively promote the construction of local educational think tank.
