Compulsory education is the foundation of national education,and its development is the foundation for a country and even a nation to flourish and develop continuously.Balanced development of compulsory education is an important policy to realize educational equity in China.In order to promote balanced development of compulsory education in urban and rural areas,China has adopted a series of measures and achieved great results.At present,compulsory education is fully popularized,the problems in schooling have been basically solved,and the conditions for running schools and the construction of teaching staff in rural primary and secondary schools have been greatly improved.However,the problem of unbalanced development of compulsory education in urban and rural areas has not been fundamentally solved.At present,the main social contradictions in our country have been transformed into the contradictions between the people's growing needs for a better life and the unbalanced and inadequate development.The people have put forward higher requirements for education.Promoting the balanced development of compulsory education with high quality,comprehensively improving the quality of compulsory education and running education satisfying the people have become the main tasks of compulsory education in our country at this stage.The unbalanced development of compulsory education in urban and rural areas is the biggest obstacle to the realization of this task.The arrival of the "Internet+" era has brought opportunities to remove this obstacle.The Internet has provided new ideas for educational reform and development with its unique advantages of openness and sharing.Compulsory education is part of the equalization of basic public services.As the undertaker of basic public services,the government must shoulder its responsibilities and use the opportunities brought by the Internet to promote the balanced development of compulsory education in both urban and rural areas.This is of great practical significance for the development of fairer and more quality education and the construction of a powerful educational country.This study is based on the theory of equalization of basic public services,studiesthe strategy of further promoting the balanced development of compulsory education in urban and rural areas in China with the help of the Internet.After summarizing the current situation of the balanced development of compulsory education in urban and rural areas in China,this paper compares the teachers,school conditions,investment in education funds and teaching quality of compulsory education in urban and rural areas in China through a large number of latest data and on-the-spot investigations,and deeply analyzes the causes of the unbalanced development of compulsory education in urban and rural areas from the aspects of system,finance and education policies and teachers.Furthermore,it verifies the opportunity of balanced development of education in the "Internet+" era by interspersing individual cases,and takes this opportunity to explore the countermeasures to further promote the balanced development of compulsory education in urban and rural areas in China with the help of Internet technology.Including increasing investment in education funds,ensuring the conditions for information-based education,strengthening the construction of teaching staff,strengthening the publicity and guidance of "internet and education",strengthening supervision,ensuring the quality of educational resources and correctly understanding Internet education and traditional education.Through the joint efforts of the government,education departments,the Internet education industry and schools,the balanced development of compulsory education in urban and rural areas will be further promoted and more fair and quality education will be developed.
