To realize education modernization,the rural education should get special attention.A tree has to strike a firm root before it can flourish.To develop rural education,the first priority is to build a high-quality and stable rural compulsory education teacher group.Since 2012,Hubei Province has made a new mechanism system for rural teachers recruitment.All the teachers are recruited by Hubei Provincial Department of Education who afford the expenditure.The county-level education and administrative departments are in charge of rural teachers' management to finish the rural schools distribution for supplement.After 6 years implementation,the policy has greatly facilitated the rural education of Hubei Province at solving the shortage of rural teachers,improving the level of rural education,and promoting the development of education in rural areas.As a major institutional innovation,this new system of teachers supplement for rural compulsory education in Hubei province has achieved significant results.Meanwhile,many problems in the construction of the new system must be solved.In particular,with the deepening of carrying out the system,local governments have gradually transferred the responsibilities of rural compulsory education teachers',recruitment to the provincial level which increases the provincial financial expenditure.Therefore,the government proposed another new policy called "lack one complement one",in September 2015 that the total new teachers for rural schools under this new system must control the quantity about 30,000.It's not consistent the original concept of Hubei rural compulsory education teachers supplement system but deviate from it.This dissimilation of policies has also brought new problems to the new system.In summary,the in-depth study on the current new mechanism of teacher group construction has great significance to strengthening the construction of teachers in rural areas,even stimulating the economic development of society,promoting poverty alleviation by education,and achieving education modernization.The main contents of this article include:Chapter 1,Introduction,introduce the research background and significance of this article,sort out the research status of related fields,expound the research object,research content,research ideas and research methods of this article and Outline innovations and deficiency of this research.Chapter 2,state the related concepts of the paper and the theory of the research basis.Chapter 3,briefly describe the general situation of the new rural institutional policy and the construction of new teachers team in Hubei Province.Then a questionnaire survey was conducted to analyze the status quo of rural teachers team construction.Chapter 4,expounds the problems existing in the construction of the new mechanism teacher team in Hubei Province,and deeply analyzes the reasons behind it.Chapter 5,put forward some countermeasures at aspects of advancing the adjustment of rural compulsory education school layout,accelerating the reform of the management system of the new mechanism of the teacher team,unblocking the development channels of teacher recruitment under the new system,and much more caring and concerning for civil life.The biggest innovation of this article is to distinguish it from the current researches on the perspective of pedagogy.Based on the related theories of public management,this paper puts forward the theoretical basis for the provincial government to fully co-ordinate the new system,and provides new ideas and countermeasures for strengthening the construction of the new mechanism system of teacher group.
