Research On Government Talent Work Projectification Management And Control Mechanism

Talent,as the first resource,is regarded as an important index for measuring the'comprehensive strength and the competitiveness of a country(region),so the governments at different levels more and more concern talent work.Talent work involves in various fields and aspects and is deemed as a systematic project for social and economic development.By virtue of projectification management practice,talent work is included into the project management system to effectively solve the bottleneck problem in government talent work.Various talent plans,talent engineering and talent projects implemented thereby are the effective focuses and important carriers for party committees and governments at alllevels to promote talent introduction,cultivation,selection'and use,etc.Specifically,'such project characteristics as periodicity,complexity,relevance,procedural property and goal orientation owned by talent work are the microcosmic perspectives for talent work projectification management.The talent work projectification management implemented by the government is important for improving talent's comprehensive quality,promoting talent team building,creating a good talent development environment and promoting talent priority development strategy.Meanwhile,it is also necessary to pay attention to such problems as imperfect management procedure,unclear scope,imperfect management control mechanism in talent work projectification management,because such problems certainly influence the quality of the talent work projectification management and weaken the effect of government talent work.In a word,the talent work projectification whole-process management and the effective control thereof shall be further strengthened.The present study is implemented from the perspective of such talent work management function departments as party committee and government.The study objective is to promote the development of the government talent work projectification management,and the government talent work projectification management and the control mechanism thereof are taken as the research object to study the feasibility of the government talent work projectification management and analyze the rules,characteristics and modes of the projectification management.Specifically,relevant concepts,methods and means of project management are applied to theoretically discuss the feasibility,scientificity and standardability of the government talent work projectification management and practically analyze the government talent work projectification management and the control mechanism thereof,thus proposing the corresponding innovation countermeasures and suggestions.In detail,such important problems as whole-process management and coordination control are systematically studied and discussed to explore the new mode and the new mechanism for the government talent work projectification whole-process management and the effective control thereof in order to effectively improve government talent work projectification management and control level,improve management benefit and quality,promote sound development of talent work,further enrich government talent work management theory,promote the transformation of government talent work from process-driven type to project-driven type,establish operable management procedure and structure,promote the transformation of government talent work to "project-based" work mode,thus providing reference for the government talent management department to carry out talent management work.
