As the investment in infrastructure construction in the education increases,after the 13 th Five-Year Plan,the government declared that the social capital should be encouraged to enter the field of education in order to solve the problems of financing,inefficiency of education projects.Then Chinese education industry has begun introduced PPP.However,due to the PPP introduced shortly in education industry,the performance evaluation of education PPP projects mainly focuses on the access and construction period of project like other industries,which would ignore the operation and transfer period of project.Therefore,it is imminent to conduct performance evaluation of PPP projects correctly.This paper divides the education industry PPP project into four stages.By referring to the work of researchers and combining the characteristics of the education projects,redesigning the performance evaluation system based on public goods theory,stakeholder theory and value for money theory.Firstly,through preliminary screening of the indicators,three unqualified indicators were deleted,and 42 qualified indicators were formed.Secondly,the AHP is used to assign the weight to the selected indicators,which benefits the performance evaluation of PPP projects.This paper focus on project operation and transfer period of education PPP projects performance evaluation instead of access and construction period.As we know,a succeed PPP project would spend more time on these two stages.By fuzzy comprehensive evaluation,the project performance evaluation is carried out.Then the evaluation factor is established and carried out.Finally,the fuzzy comprehensive evaluation is carried out.This paper chooses the PPP project of education network construction in F city as a case,and finally,I find the results of this project performance evaluation good.Through evaluating project performance,it is found that PPP mode certain feasible and adaptable in educational.It can solve the financing problem of projects.However,in the operation and transfer stage of project,the performance evaluation is not as good as whole performance of project.It is also found that the project supervision mechanism with the legal mechanism is imperfect,and lack of professionals.Finally,relevant policy recommendations are put forward to improve the implementation effect of PPP model in education industry.
