The Chinese dream of realizing the great rejuvenation of the Chinese nation is the main theme of the Chinese nation since modern times.It is also the great dream of the Chinese nation.The policy of talent introduction is the fundamental guarantee for realizing the Chinese dream.Talents are important strategic resources for social and economic development,and play an important role in reflecting regional core competitiveness and sustainable development.General Secretary Xi Jinping pointed out that the competition of comprehensive national strength is talent competition in the final analysis;talent competition has become the core of comprehensive national strength competition.At present,regional governments are actively competing for human resources,and regional competition is extremely fierce.The "robbery" war has begun.How to occupy an advantageous position in the situation of you catching up with me and competing for development is the top priority of local governments in the work of talent introduction.At present,China is in a period of reform and social transformation.Strong talent guarantee and intellectual support are the sword to overcome difficulties.Activating talent resources and extracting wisdom wealth are the major policies and principles for local governments to formulate talent policies.The ability of local government to introduce talents tests the performance of local governments,examines the effectiveness of the implementation of talent policy,and the continuous increase of local high-level talents can also improve the quality of local people.The 13th Five-Year Plan outline points out that the formation of national competitive talent system advantages requires not only in-depth implementation of talent priority development strategy,but also reform of talent growth system and policy innovation,and implementation of a more open talent introduction policy.The continuous development of social economy requires us to firmly grasp the main contradiction of "insufficient high-end supply,excessive low-end supply and mismatch between supply and demand",and promote the optimization and upgrading of industrial structure by deepening the structural reform of supply side.As one of the key elements of supply-side structure reform,human resources have become strategic resources to promote social progress and show regional comprehensive competitiveness.The level of talent development is closely related to the level of social and economic development.For strategic emerging industries,we should provide excellent salary and promotion channels for urgently needed talents,making them a new force of human and intellectual resources.Ma'anshan City is the eastern gateway of Anhui Province.Economic and social development is affected by traditional industries,and there is no substantial growth.Industrial structure is facing transformation and upgrading.To vigorously develop new industries such as advanced equipment,intelligent household appliances,green food and so on,industrial development and transformation and upgrading need to rely on a large number of outstanding talents,especially the leading talents in the forefront of industry development.We should actively introduce excellent talents,high-end talents,innovate and start-up teams,and speed up the training of a large number of high-quality talents.Fully stimulate the vitality of talent,comprehensively enhance the core competitiveness of the city,and strive to build a first-class talent plateau in the central region,leading the country.Ma'anshan City is located between Nanjing and Hefei,which are two core developing cities.How to study the problems and Countermeasures of talent introduction in Ma'anshan City based on industrial transformation and upgrading is of great significance under the background that local governments have seized the strategic commanding heights of talent.The total amount,structure and quality of talents in Ma'anshan can not meet the needs of the transformation and upgrading of urban industries and economic and social development.The main role of the government in introducing talents has not been fully played.There is a big gap between the investment of funds and the demand of talent team construction.The traditional concept of neglecting the introduction of enterprise talents still exists.Municipal government should attach great importance to the construction of talent team,bring the construction of talent team into the strengthening strategy of talent market,and regard it as an important part of urban economic and social development.Under the background of current industrial upgrading,the strategic position of talent work has been established,which provides an important guarantee and macro development environment for the construction of talent training system.This paper chooses Maanshan City,a central inland city,as the research object.Under the background of the current industrial upgrading and development of Maanshan City,this paper studies the talent introduction work of Maanshan City in recent years.Through literature research,comparative research and field research,we can understand the current situation and effectiveness of talent introduction in Maanshan City.The strategic position of talent introduction has been established,the scale of talent introduction has been expanded year by year,the way of talent introduction is more flexible,and the guarantee measures of talent introduction have been basically improved.At the same time,it points out that under the background of industrial upgrading,there are some problems in talent introduction in Ma'anshan,such as shortage of high-level talents,lack of leading talents to promote industrial development,unreasonable distribution of talent structure,inadequate public financial input and so on.The transformation and upgrading of the industrial structure of Ma'anshan city based on the analysis of the causes of these problems lies in the regional economy and industrial structure factors,the soft environment construction of City limited appeal,the lack of scientific talent discovery and evaluation mechanism,inadequate institutional mechanisms,policies and measures are not perfect etc..In view of the actual situation of urban development in Ma'anshan City,the countermeasures and suggestions for rationalization of these problems are put forward,such as accurately grasping the industrial structure,scientifically formulating human resources planning,enriching the ways of talent introduction,opening up new ways of talent introduction,increasing policy support,expanding the scope of policy publicity,implementing matching preferential policies,perfecting talent service system,and conforming to industrial upgrading and adjustment.We should speed up the construction of a platform for attracting and using talents,set up special funds for talents,and innovate the incentive mechanism for talents.
