Although the rapid development of education in China,rural education is still in a weak link in basic education.In 2006,China introduced the "Special Post Scheme for School Teachers in Rural Compulsory Education Stage"(hereinafter referred to as "special post scheme")to solve the problem of rural education.As an innovative mechanism to supplement rural teachers,special post scheme has injected new vitality into rural education.Furthermore,special post teachers have also become an important force in rural teachers and their professional development level greatly affects the development of rural education.Therefore,we shall strengthen the construction of special post teacher team and improve the level of professional development of special post teachers to maximize the efficiency of "special post scheme".This paper takes the special post teachers of "National Training Plan in Heilongjiang(2017)" as the main object of investigation.After a questionnaire survey and interview on special post teachers from 1 to 3 years,the results show that the overall professional development level of special post teacher in Heilongjiang is relatively low.At the internal level,some special post teachers professional development consciousness is weak,the development motivation is biased,some teachers lack a certain degree of autonomy and motivation,so it is difficult to put the professional development into practice.At the external level,there are some problems,such as insufficient social support and lack of training activities in special post teacher,which are not commensurate with the workload and welfare benefits of special post teacher.This paper discuss the causes of the problem from three aspects: system and school,special post teachers themselves.As far as the system orientation is concerned,the policy propaganda for "special post scheme" is insufficient and the perfect special post teachers training system and the policy guarantee mechanism are not perfect as well;At the school level,some school lacks a good professional development atmosphere,reasonable work arrangements and humanistic care for special post teachers.For individuals,most of special post teachers lack the ability of teaching reflection,pay lessattention to education research and teachers’ professional emotion and identity need to be improved to some extent.This paper puts forward some suggestions on how to improve the professional development level of special post teachers: As for the society,the education department should strengthen the propaganda of the "special post scheme" policy,perfect the training system of special post teachers and guarantee the economic welfare of special post teacher.At the school level,the school should create a good atmosphere for the professional development of teachers,arrange work tasks scientifically and rationally and further enhance the care and support for special post teachers;Personally,special post teachers should learn to reflect on teaching,improve scientific research consciousness and ability and further promote professional emotion and professional identity.
