Study On The Supply System Of Public Sports Service Of Cangxi County In Sichuan Province

The promotion of public sports service in the poor county is an important way to achieve "healthy nation" and "overall prosperity";is also a an inevitable requirement for balancing urban and rural development,promoting equalization of public services and safeguarding people’s sport rights.However,there are few studies about the supply of public sports service in poverty-stricken counties.Therefore,the study on the supply system of public sports service in Cangxi county,a national-level poverty-stricken county in Sichuan province,has certain theoretical and practical significance.Based on the status quo on supply of public sports service of Cangxi county,this essay uses literature,interview,case study method and field survey method to discuss its causes,characteristics,achievements and shortcomings,and put forward some suggestions for decision-making departments.The conclusions are as follows:(1)Cangxi county has formed a multi-supply model,which supplies material and immaterial public sports services mainly through the direct supply of the government of Cangxi County,the coordinated supply of the governments of Cangxi and other cities,and governments and non-government organizations.(2)The supply of public sports service in Cangxi county is mainly affected by characteristics of demanders and suppliers,and natural and social conditions,which presents the following characteristics: attaching importance to the role of public sports services in improving the whole situation,paying attention on the overall development of the county,and the construction of supply organization network,relying on external support for development,supplying practical and specialty products.(3)Canxgxi sports public services supply system has made achievements: promoting the overall development of the county,guarantying the sports rights and interests of the people,and improving the situation of poverty and backwardness.(4)There are still some problems: the function of government departments need to be improved;some sports organizations have strong dependence on sports departments;the quantity of content of partial supply and quality are insufficient.Enlightenments brought by Cangxi public sports service supply system to other poor counties are:(1)attach great importance to public sports service to the poverty-stricken counties;(2)improve the organizational structure and pay attention to personnel training to ensure the smooth supply;specify the relationship and construct a good cooperative relationship among the main supply bodies;(4)stick to the principle of "get out,bring in,and put in place";(5)adjust measures to local conditions and pay attention to innovation.Suggestions are proposed according to the existing problems in its supply system:(1)clarify the role of the government in the supply process and optimize government’functions;(2)strengthen the independence of sports social organizations and enhance their autonomy;(3)deepen the content of supply and improve its quality.
