In 2012,our country started a demonstration project of social integration of idle youth.Zhoushan city in Zhejiang province is one of the pilot sites.due to the specific geographical conditions and resource distribution in this place,most of these idle youth are concentrated in rural areas.Apart from school education,social education is of great significance to the development of idle youth in rural areas.To this end,Zhoushan City has taken the establishment of social education mechanism as a breakthrough to mobilize all sectors of society to provide educational assistance to idle youth in rural areas.Combined with the actual situation,the article will take Zhoushan rural idle youth group as the breakthrough point,understand the current practices and shortcomings of Zhoushan rural idle youth social education,and explore effective countermeasures for the deficiencies in social education.The article explore the social education of idle youth in Zhoushan rural areas in six parts.The first part: In the introduction,the background and significance of social education for rural idle youth are introduced.Domestic and foreign documents related to social education for rural idle youth are collected and methods and technical routes are determined.The second part: defines the rural idle youth as a group of 6-25 years old with the characteristics of " no schooling"," no occupation" and " no discipline".It expounds the connotation and characteristics of social education.Through reviewing and summarizing the social education theory,governance and good governance theory,and the grass-roots governance theory in the process of rural revitalization,it lays a solid theoretical foundation for further research and makes the theoretical part of the article more rigorous.The third part:Taking the idle youth in Zhoushan rural area as the main body,through the field visits,personal interviews and other research methods,analyze the group's family life,peers,learning concepts,professional skills,self-development distribution characteristics,from school,family,society,rural Four aspects analyze the external causes of rural idle teenagers.The fourth part: To understand the main methods of social education for idle young people in Zhoushan rural areas at the present stage,and find the deficiencies in these methods: for example,the social education of the group has not yet formed a joint force,the human resources are relatively scarce,the sources of funds are relatively single,the methods and carriers are not rich enough,and the policy guarantee needs to be strengthened.The fifth part: In view of the deficiencies in Zhoushan rural idle youth's social education practices,five social education countermeasures are put forward,namely,multiple coordination mechanism,talent cultivation mechanism,new financing mechanism,policy guarantee mechanism,and the combination of modern educational means and social education.First of all,by proposing a multi-coordinated mechanism of social education for idle youth in rural areas,the logical starting point of multi-coordinated governance is combined with practical application to form a social education community.Secondly,realize the importance of talent cultivation and introduction mechanism in the social education of idle youth in rural areas,and combine with the actual situation to continuously expand the talent team of social education.Thirdly,we should learn from the capital investment of the country and other rural areas in social education,explore new financing mechanisms in combination with the actual situation in rural areas,and consolidate the financial guarantee for social education of idle young people in rural areas.Then combine modern social education methods with social education to enhance the effect of helping idle teenagers in Zhoushan rural areas.Finally,through the formulation and implementation of relevant legislation,the internal norms of the organizational system and the common assistance of the society,the policy guarantee mechanism will be improved,thus creating a good atmosphere for social education.Through the joint efforts of all sectors of society to help,let Zhoushan rural idle youth receive social education and gradually integrate into society.The sixth part:Summarizes and looks forward to the countermeasures related to the follow-up mechanism of rural youth leisure social education.
