| Australian vocational education can become one of the recognized progressive vocational education models in the world,which has a great relationship with its vocational education policy.Since the 1990 s,Australian vocational education has faced the challenge of developing across the century and building a prosperous country.The problems of population aging,labor shortage and the development of innovative countries that Australia faced during this period are also real problems that China will encounter in the next development.However,Australia’s constantly changing vocational education policy responds to the changing domestic and international environment in a timely and effective manner.These vocational education policies and their development process have high reference value for China’s vocational education policy.The first part is the introduction,which explains the origin of the research,introduces the research status at home and abroad and makes a literature review,clarifies the research object and defines the core concept,and explains the research method and theoretical analysis framework.One possible innovation point of this paper is the theoretical framework of cause analysis.The framework is based on a dynamic analysis of education policy,combined with the Markets in Education,the role of educational policy subjects in the decision-making process,and the three Western modern educational trends,forming a unique theoretical framework for the study of the causes of policy.During the nearly three decades from 1990 to 2017,the overall direction of Australian vocational education policy changes can actually be seen as a response to modernization,while different policy themes at different stages.Therefore,the second to fourth sections divide the change of vocational education policy in Australia during 1990-2017 into three specific periods,namely,the pursuit of quantity in Australian Vocational Education under the background of New industrialization(1990-2004);the crisis of skilled talents promotes the quality requirement of Australian Vocational Education(2005-2010);equal emphasis on quantity and quality of Vocational Education in Australia under the demand of Economic growth in the Future(2011-2017).In each specific period,the major policies of Australian vocational education in this period were taken as examples.The background of the policy was introduced.The contents of the policy texts were briefly analyzed from the three aspects of goals,objects and measures.The features of vocational education policies in this period are summarized,and the underlying reasons for policy formation are explored.The fifth part is the enlightenment.It first makes the reflection of Australian vocational education policy changes,and then expounds its enlightenment to China from two perspectives: the policy content itself and the policy development process. |
