The outline of the national plan for medium-and long-term education reform and development(2010-2020)states that in the development of public universities and colleges,“management models should be improved,competitive mechanisms should be introduced,and performance evaluation should be implemented.Universities and colleges should be encouraged to develop their own characteristics,establish a system for classifying universities and colleges,and implement classified management.”Under this policy background,the government's performance management of public universities and colleges has become an important practical issue in the reform and development of China's higher education.In 2016,Liaoning provincial government issued relevant policy documents to assess the performance of institutions of higher learning affiliated to the Liaoning provincial government,which has important theoretical and practical significance for improving the quality of higher education in Liaoning province and serving the revitalization and development of Liaoning province.This study takes the performance management of public universities and colleges as the study object,taking the new public management theory,stakeholder theory,target management theory and principal-agent theory as the theoretical guidance,and uses the literature research method,text analysis method,interview method and case method to analyze the government's research on the performance management of public universities and colleges.For public universities and colleges in Liaoning province,the government's financial investment is still the main source of public universities' and colleges' funds.Based on the actual situation of its own slow economic growth speed,in order to promote the structural reform of higher education supply side in Liaoning province,playing the performance management in guiding role to promote the development of connotation of public universities and colleges,comprehensively improving the quality of public universities and colleges,enhancing the ability to serve Liaoning's development,improving public universities and colleges of Liaoning economic and social development,enhancing the contribution of public universities to Liaoning's economic and social development.The education department of Liaoning province has issued the interim measures on the performance management of institutions of higher learning in Liaoning province.At present,the government of Liaoning province has carried out The performance management of public institutions of higher learning in accordance with the procedures of making performance plans,implementing performance monitoring and carrying out performance assessment to the assessment results.The implementation of performance management in public universities has brought about positive effects,including optimizing the layout of universities and accelerating the transformation of scientific and technological achievements.According to the PDCA W.Edwards.Deming management cycle diagram,the architecture of the performance management of public universities and colleges in Liaoning province should be in accordance with the performance plan,implementation and monitoring performance,performance evaluation and feedback,performance results,the application of four link to the government for public universities and colleges.The starting point of performance management is a clear and positive,but there are some problems in the implementation of performance management in Liaoning province,including the third party evaluation mechanism imperfect,performance appraisal index blindness,unstable performance appraisal cycle,performance reward fund distribution requirements not scientific and the performance management process too rigid,lacking of creativity.In this paper,according to the government for public universities and colleges in Liaoning province,performance management model and interviews and school leaders put forward policy suggestions to perfect the government performance management of public universities and colleges,including in the performance management for public universities and colleges should be introduced gradually third party assessment mechanism,based on the principle of "one school policy" to make performance evaluation indicators,reasonable planning and performance appraisal cycle,more scientific and reasonable performance appraisal rewards to capital allocation and fully respect the autonomy of higher education in the process of performance management,perfect the performance management helps to improve the input and output efficiency of the public universities and colleges,optimizing the effective allocation of government resources in Liaoning province.
