Study On The Evaluation System Of Special Funds Supporting Local Colleges Development

Education is the foundation of national development.Our country has continuously increased investment in education,deepened the reform of educational system,and improved the conditions and levels of colleges and universities’ running.However,there are some problems that can not be ignored in the process of education reform in China,such as the imperfections of the performance appraisal system of Colleges,the poor regulation of the investment and use of education funds,and the arbitrariness of use of special funds.To the problems occurred,it is imminent to study and implement a reasonable evaluation system of special funds.Especially in recent years,the amount of special funds that the central government supports the development of local colleges is bigger and bigger so that the construction of relevant performance appraisal system is also particularly urgent.After summarizing the domestic and foreign literature,the study on the performance evaluation of special funds supporting colleges have a late start and a low number.Compared with previous years,the increased number of the study on performance evaluation of special funds supporting Colleges is the result that our country is making a positive reform to the college education and paying high attention to performance appraisal.However,the content of the study is not sufficient.As a result of the differences in teaching objectives and teaching methods,foreign related mature evaluation theories can not be directly applied to our country.Especially,the evaluation system needs to be constructed from the basic national conditions of our country and the actual situation of the development of domestic colleges.In this paper,the central government supports the development of special funds performance evaluation system for local colleges and universities.First,it introduces the related concepts and theoretical basis for the special fund performance evaluation of colleges and universities,analyzes their existing problems and causes,and builds on this basis the central government’s support for the development of special funds for local colleges and universities.The evaluation system is decomposed from elements,principles,basis and methods.Under the guidance of a reasonable performance evaluation system,this paper will make rational allocation of resources to improve the quality of teaching in colleges and promote the healthy development of colleges.The main contribution of this paper is to use the analytic hierarchy process to design a setof performance evaluation system framework for special funds supporting local colleges development,and to select the optimum combination of the system,taking the construction project of the key laboratory in Y college as an example.The results show that the evaluation system is practical.According to the evaluation results,the corresponding improvement measures and suggestions are put forward.
