A Research On Student Aid System In Universities Based On Developmental Prospect

The"2016 China Student Aid Development Report" pointed out that with the promotion of the Ministry of Education,schools across the country have shifted their focus from guarantee-based funding to development-oriented funding based on the full implementation of the student aid policy,it enable to pay attention to cultivating the students to grow up.So far,the higher education student aid system has officially entered a new era of building developmental student aid.So what is developmental student aid?As the head of developmental student aid,what can colleges and universities do to build their own aid system from a development perspective,define what aid objectives,how to coordinate the organization,how to transform the traditional path,and then explore a new student aid model,and how to raise students'aid resources and management evaluation of student aid system,etc.These are the theoretical and practical issues that need to be determined in the process of transforming the focus of student financial assistance from support-based funding to development-oriented aid.They are also the research areas and priorities that researchers must pay attention to in their future work.By tracing the history and evolution of the higher education student aid system,it enable us to clarify the necessity of developmental student aid for the construction of world-class universities.That is the motivation of world-class university construction and the need for a developmental student support system.This paper takes the student aid system of various colleges and universities(focusing on"double-class"universities)as a reference,through combing and summarizing the student aid system of Chinese and Western universities,combined with the value pursuit of China s current world-class universities and the growth needs of college students.Creatively put forward the concept of developmental student aid for the development of aid objects and funding systems,and systematically construct a student-aid management system that fits this concept using modern management theories and methods.Meantime,various aspects of the student aid management system have been thoroughly and carefully analyzed.Combining qualitative interviews and case studies,the research found that current problems in the university student aid system include:"one-dimensional"student aid goals,unsound organizational structure,and pay attention to economic support but ignore growth support and insufficient strength,student growth support project and single financial model for funding,sudden increase in student funding cost pressure and imperfect financial support mechanism,lack of assessment and regulation and so on.Finally,the research focuses on the developmental student aid goals and organization,student aid model and path,student funding resource guarantee mechanism and the evaluation of student aid system management and regulation,which is the development of student aid system for colleges and universities.Some suggestions are put forward for construction and improvement;such as establishing a unified organization,getting rid of path dependence,and improving the financial guarantee mechanism for student aid system.
