In the process of industrialization and urbanization,with the development of economy and society,China is now approaching an era of population mobility.Population migration and mobility are the norm in the history of the development of human civilization and an important driving force for social changes.The floating population of ethnic minorities is also an important part of urban migrant population.Due to the particularity of their language,religious beliefs and living habits,they have brought challenges and opportunities to urban ethnic work and urban management after they flow into the cities.In order to carry out the spirit of the national work conference at all levels,implement the service management for the floating population of ethnic minorities and safeguard the rights and interests of the floating population of urban ethnic minorities,the State Ethnic Affairs Commission has successively identified 34 cities as "model cities for service management of ethnic minority population".Wuhan was selected as one of the model cities for the service management of ethnic minority population in 2016.This article takes the floating population of ethnic minority in Wuhan as the research object and analyzes the service management mode of the minority population in Wuhan.First of all,through the dimensions and indicators of the social integration of the urban migrants,it describes and analyzes the living conditions of minority migrants and the current situation of social integration in Wuhan.Second,through the construction of Logistic regression model,the paper analyzes the factors that affect the social integration of urban migrants.Thirdly,through the analysis of service management policies and measures of minority population in Wuhan and the results of empirical analysis,this paper summarizes the existing problems in service management of minority population in Wuhan.Finally,based on the successful experiences of other model cities,this paper puts forward some policy suggestions to optimize the service management of minority population in Wuhan and accelerates the modernization of urban construction and ethnic work.The main findings are as follows:1.A large part ethnic minority migrants in Wuhan are Tujia ethnic group from Enshi and Hui and Uighur ethnic groups in northwestern ethnic minority areas.The main reason for the movement to Wuhan City is economic gain."Social integration" reflects the economic situation,social acceptance,cultural integration and identity of migrants.Minority migrants in Wuhan are generally engaged in manual work or self-employed in the basic labor market with low income levels.The main daily contacts are mostly relatives,friends and friends of this ethnic group,and their participation in community activities is not high.This shows that there are indeed some difficulties in the integration of some ethnic minority migrants into the cities.According to the analysis of the influencing factors of the social integration of the floating population of ethnic minorities,the social network of the floating population of ethnic minorities and the identification results are not directly related to their gender and age,but their educational attainment and economic situation may lead to social networks and identity the difference.Minority migrants with social insurance,higher education level and middle-income have higher satisfaction with their living environment and work environment,while those with neighbors have less entertainment than other groups with education,and Han residents in the community Minority migrants also have more contacts with their neighbors than ethnic minorities without Han neighbors.3.In recent years,Wuhan City,the specific measures for minority migrants can be divided into the following aspects: First,the concept of innovation,put forward the "Jin-get,stay,can benefit" the core concept of service management,with caring service Second,the main body of innovation,the establishment of the city's integrated linkage mechanism to work together to create a service management,at the same time,explore cross-regional cooperation mechanism,and the flow of minority migrants to work together to promote development;Third,we should innovate ways and contents,create an information-based social service platform and improvement of legal system conduct extensive publicity and education for ethnic minority migrants,encourage their "self-management" and encourage the "incentive effect" of the model population.From the perspective of the social integration of ethnic minority migrants in Wuhan,service management has achieved some success.The minority migrants in Wu ethnic minority do not exclude the integration into the cities.However,there are still some problems in service management of minority migrants in Wuhan: Dilemma: Judging from the main body of the floating population of ethnic minorities,the occupational skills of this group are low and their basic rights and interests are to be protected.There is a certain lack of publicity in the community and insufficient public participation.However,the willingness to engage in communication and exchange is high but the actual social the degree of engagement with residents and other ethnic groups in the network is not high.From the ethnic work departments,the informationization of service management for ethnic minority migrants needs to be improved.The information held is rather one-sided and there is a lack of specialized information workers.In view of the current situation of service management for ethnic minority migrants in Wuhan and the excellent experience of other model cities,the following specific measures are proposed for the optimization:(1)Efforts should be made to promote the construction of urban culture and create a soft urban environment that promotes social integration;(2)To explore the management of localized communities and to strengthen the service management of minority migrants;(3)To establish a sound system of service and resettlement policies for ethnic minority migrants in Wuhan;(4)To enhance conditions and crack down on the service management of ethnic minority migrants Technical difficulties.
