The country's development depends on education.Fundamental,leading and global Compulsory education is so important that it is the foundation of the entire national education system.The compulsory education is closely related to the country's long-term stability.The current imbalance of urban and rural compulsory education has become the constraint of China's further development.Study the development of urban and rural compulsory education equality in promoting the development of our country compulsory education quality,enhancing the national spiritual civilization,promoting steady economic development in our country has important theoretical significance.Hebei Province,as a microcosm of China,has diversified regional characteristics.Its questions about the development of compulsory education in urban and rural areas is quite representative.Achieving the educational fairness is thereby an important foundation for realizing social justice.Thus,the balanced development of compulsory education becomes a major issue of common concerns.This paper based on the practice of rural and urban compulsory education in Hebei Province,to study how to solve the problem of rural and urban compulsory education equalization.From the current situation of the development of rural and urban compulsory education in Hebei Province,to explore the gap in urban and rural compulsory education,and analyzes the causes of urban and rural unbalanced,finally put forward feasible and targeted policy recommendations,Hebei Province for achieving balanced urban and rural development is significant.This paper consists of five chapters.The first part outlines the basic ideas and framework of this article,including the origin of the study,the significance of the value,the current results,the main content and methods,expounds the meaning of the balanced development of compulsory education in urban and rural areas and related theoretical basis.The second chapter,through systematic collection and processing of Hebei Province,the balanced development of urban and rural compulsory education,school size,teacher team,school conditions and education funding data,analyze the reality.The third part systematically discusses the problem of the development of rural and urban compulsory education in Hebei Province: one-sided pursuit of scale education,neglecting the development of education itself;insufficient number of teachers,unbalanced structure of teachers and low quality;focusing on improving external conditions,ignoring internal quality improvement;insufficient investment in education funds and unreasonable use of structure.The fourth chapter analyzes the main reasons of the development of rural and urban compulsory education in Hebei Province.Urban and rural binary structure and institutional roots of household registration system,the drawbacks of the current educational management system,deviation in the understanding of education development,geographical constraints and impact of urbanization development together to cause problems of the development of rural and urban compulsory education in Hebei Province.The last part provides effective strategies for the gap between compulsory education in urban and rural areas to provide value-based rationality and operational possibilities: the first measure is the idea of innovative education development,reforming the education management system,completing financial investment system,improving education personnel system,promoting the balanced development of education,establishing an education guarantee mechanism.
