With the expansion of school autonomy,governance theory and stakeholder theory have been introduced.Teachers are gradually established as the core stakeholders in Colleges and universities,and teachers’ participation in school affairs,especially in academic affairs,is enhanced by their self-consciousness and enthusiasm.The role of teachers began to change from "the managed" to "the subject of governance" in the University.Since teachers play a dominant role in university governance,we should abide by certain moral principles on the basis of law and give them the right to participate in university governance,while ensuring their right to participate in governance.However,in the current internal governance of colleges and universities,the realization level of teachers’ rights is low,and the realization effect is not good.According to the current education law and policy,the rights of teachers in the internal governance of colleges and universities include the right to know,the right of suggestion,the right to decision and the right to supervise.Through preliminary investigation and existing research results,we find out four key factors that influence the realization of teacher’s right: rights consciousness,capaicty for rights,responsibility and system guarantee.Based on this,16 research hypotheses,such as "the awareness of the rights of college teachers have a significant impact on the realization of their right to know" have been put forward.In order to verify the research hypotheses,80 teachers from each school were selected and 400 questionnaires were issued in total from the 5 universities whose university constitution have been approved by the Ministry of education or the Provincial Department of education.We investigates the realization of teachers’ right to know,suggestion,decision-making and supervision in the current internal governance of universities,as well as the situation of rights consciousness,capaicty for rights,responsibility and system guarantee.After collecting the questionnaires,and structural equation model was used as the main analysis method,verify the hypothesis that in addition to hypothesis 2,3,14,the remaining assumptions are established.Thus the conclusion of the research is drawn: The level of teachers’ rights in the internal governance of universities is low;Right consciousness is the prerequisite for the effective realization of teachers’ rights in the internal governance of colleges and Universities;Capaicty for rights is the condition for the effective realization of teachers’ rights in the internal governance of colleges and Universities;The sense of responsibility is the basis for the effective realization of the rights of teachers in the internal governance of colleges and Universities;the guarantee system is the key to the effective realization of teachers’ rights in the internal governance of universities.And four strategies were put forward to enhance the level of teachers’ rights in the internal governance of universities:(1)The logical starting point: university teachers’ responsibility consciousness integration and training;(2)The basic conditions:improve capaicty for rights of teachers;(3)Foundation and direction: "academic standard" and "Deliberative Democracy" organizational culture construction;(4)Key point:improve the governance rights allocation and rights protection system.
