Paying attention to the minority groups and pursuing the overall excellence on the basis of fairness is an important issue for the development of education in developed countries.The formulation and implementation of educational policies for ethnic minorities can provide strong support and guarantee for ethnic minority areas' education development,a nation's equitable,quality,and balanced education,as well as social progress and prosperity.In 2012,the New Zealand government officially released the Pasifika Education Plan 2013-2017,which was a representative achievement co-operated by the Ministry of Education,Education Review Office,Ministry of Pacifc Island Affairs,Qualifications Authority and so on.This education plan aims to improve the educational status of pasifika students through strategic planning,and promote the achievement of a more excellent pasifika education.This study attempts to make a comprehensive analysis of the Pasifika Education Plan 2013-2017 in New Zealand by using literature,case study,and comparison methods.Based on the emergence background,this study makes a fully analysis of the content system for the Pasifka Education Plan 2013-2017 mainly from strategic visions,development goals,action principles,and concerned areas this four aspects and comprehensively analyzes the implementation results of the Pasifka Education Plan 2013-2017 from implementation path,implementation case,and implementation effect this three aspects.Furthermore,this study concludes the basic experience of New Zealand government in formulating and launching the Pasifika Education Plan 2013-2017,and offers some inspiration for minority education development by using comparison method to further reflect on the deficiencies in the development and implementation of education policies for ethnic minorities within our country.Specifically,this study consists of five parts:The first part is the introduction,which is mainly to clarify the reason of this study,define related concepts,present the research status of this topic both at home and abroad,and briefly describe the research ideas and methods.The second part mainly describes the background of the Pasifka Education Plan 2013-2017.In general,the emergence of "Pasifka Education Plan 2013-2017" is not only an urgent need for building a world-class education system,but also a positive measure to alleviate the current education status of pasifika students.The third part is the core part of this study,which conducts a comprehensive and systematic analysis of the Pasifka Education Plan 2013-2017 from four aspects: strategic vision,development goals,implement principles,and concerned areas.Based on the Pasifka Education Plan 2013-2017,this section collates the main contents of pasifka education strategic plan and is also the focus of this study.The fourth part analyzes the implementation results of the Pasifka Education Plan 2013-2017 from three aspects: implementation path,implementation case and implementation effect.Overall,the implementation of Pasifka Education Plan 2013-2017 has enabled more pasifika children to gain quality early childhood education,accelerated academic performance improvement in compulsory education,and promoted more pasifika students to participate in higher education.The fifth part summarizes the basic experience of the Pasifika Education Plan 2013-2017.The main points are: insisting on the value orientation of education fair development,emphasizing the coordination among government departments,respecting the ethnic identity of pasifika,paying more attention to communication between school and pasifika families and communities,as well as focusing on the formative assessment of the implementation process.In addition,it also puts forward a useful reference for the development of minority education in China.
