The importance of pre-school to children, the state and society has been recognized by the community in our country, the central and local governments have taken a variety of measures to deal with the problem of pre-school, however, due to poor foundation, there are still many problems, such as insufficient funding, the serious shortage and low level of pre-school teachers, pre-school enrollment rate is low and imbalanced among the regions, urban and rural, pre-school education has the trend of primary school, the preschool participation of parents and community is less. Almost the same period, a similar problem exists in their pre-school, a beautiful island in the South Pacific-New Zealand was reforming for pre-school a decade-long, in this decade, many of the reform policies and development projects are formulation and implementation, which greatly contributed to the development of pre-school education in the country.In view of this, I master a large literature on the premise and use of the Method of Comparative Study and Policy Analysis, then I in-depth analysis policy document of preschool education reform in New Zealand-Pathways to the Future from the following aspects, namely, the background of implementation, mainly the implementation policies, the outcome of implementation, at last, I summed up the characteristics, and combined with the reality of our country, raised on the useful experience and enlightenment to China’s pre-school educational development.This research includes the following:The first part is an introduction, the main problem presented to demonstrate the necessity and feasibility of this study, and to define the core concept of "strategy","strategic plan", combing the literature research status and elaborating the study ideas and research methods; The second part, analysis the emerging and development of the policy of pre-school education of New Zealand and studying the condition before Pathways to the Future, in-depth and comprehensive analysis the background of the Pathways to the Future;The third part is a more comprehensive introduction to the policy text of Pathways to the Future, mainly for the preliminary investigation and feasibility studies, strategic goals and specific implementation plan;The fourth part is the center of the full text, the three goals of the implementation of the Pathways to the Future that is to improve pre-school participation, to enhance the quality of pre-school institutions and pre-school teachers, and to strengthen cooperation between pre-school institutions and other institutions dimensions, more detailed introduce to "Promoting ECE Participation Project" and "Equity Funding";The fifth part summarizes the results of the implementation of the Pathways to the Future from the total number of pre-school institutions of New Zealand, participation in pre-school education, the quality of pre-school education, birth to8-year-old children’s education continuity, then outlines the characteristics, namely, the basis for the formulation is scientific demonstration and full investigation, it inheriting and developing of the past pre-school policies, timely adjustment the policy according to the status of implementation, emphasis on pre-school education participation of parents, community and other education sector, education fair idea running through it;Part six is the end of the text, and also the soul of the research, on the basis of summing up the useful experience of Pathways to the Future, combined with the actual situation of China, I put forward some suggestions that are conducive to pre-school of China, such as to build rural pre-school institutions through new construction, renovation, expansion, to subsidized children of migrant workers through cash subsidies, school vouchers, to attract outstanding students to attend pre-school through scholarships, transformation the idea and methods for pre-school teacher training, to clear and refine the responsibility of each pre-school participants and to build a wide range information exchange platform of pre-school education.
