With the development of science and technology and the deepening of the economic era,comprehensively-developed integrated talents have become one of the key factors of national competitiveness.Under such a background, the “cramming” education model has restricted the development of students in many aspects. The students lose the spirit of exploration and innovation,so the new curriculum reform strongly advocates the reform of learning methods. As a new approach completely different from traditional learning, inquiry learning has entered the elementary science classroom. In order to understand the teacher's cognition and use in the process of current inquiry-based learning, the author conducted a survey on the basis of a systematic review of the concept, theories, and domestic and foreign research of inquiry learning.Through the analysis of the survey result, find the problems and their underlying causes. It was found that the following problems existed in the implementation of scientific inquiry learning in primary schools: teachers' understanding of inquiry learning is not profound;teachers' roles in inquiry learning is not clear;the teachers do not grasp properly the content of the inquiry-based learning and the degree of appropriateness;the teacher's design and guidance of the inquiry-based learning are not reasonable;it is influenced by external factors such as traditional education concepts, evaluation systems, teacher training, and student's foundation. Finally, the author proposes strategies to solve the problems. In response to the causes of the problems,it proposes the following six solutions: The guidance for doing a good inquiry-based learning process including creating effective problem situations and helping students build scaffoldings;changing the role of teachers and students;following the principles of inquiry-based learning;strengthen training for principals and teachers;establish a concept of lifelong learning, improve educational research capabilities;change the way of learning evaluation.
