Since the beginning of the 21 st century,the attention to sustainable development has been increasing rapidly in the international community.Driven by international trends,many countries around the world including India are seeking economic transition.With the severe shortage of skilled personnel resulted from India's rapid economic growth in recent years and the potential development opportunities for the“demographic dividend”formed by large scale of young work force in India's job market,under the proposal of India's prime minister,the Indian Ministry of Labour and Employment drew up National Skill Development Policy which was India's first systematically planned official policy aiming at individual skill development of Indian labor force.This policy was approved by the Indian cabinet in 2008 and officially adopted in February 2009,aiming to resolve Indian society's skill shortage and promote inclusive growth of India's economy.However,in the early implementing stage of National Skill Development Policy,many aspects shows that the implementation effect of this policy is far from the expectation,which involve the degree of actual solution to skills shortages based on India's official data,the feedback and evaluation of this skill policy from all walks of life in Indian society as well as the improved content in the revised parts of 2009 Skill Policy.On the one hand,India's special social environment often fails to provide good foundation for the smooth implementation of its many national policies.Because of the inevitable game of the main interest groups involved in the policy,and the inherent social factors in India which restricts the process of carrying out the policy,such as religious tradition,caste culture and the execution ability of government,the smooth implementation of the policy is particularly difficult.On the other hand,there are many problems that policy makers presented in the planning and arrangement of policy objectives,policy contents and policy logic.That is,the scientificity and rationality of the policy in the formulation level are still to be discussed under the potential obstacles from the objective implementation environment.So the implementation effect of it will surely be worrying.The purpose of this study is based on the policy effect perspective,that is to examine and analyze the formation and implementation of the policy based on the premise of knowing ineffective implementation of this skill policy,then to further explore the main factors influencing its implementation effect and finally to achieve the goal of observing Indian society.Firstly,this thesis takes the official data of India,the feedback from various sectors of the Indian society and the improvement part in the revision of the policy as the main basis for evaluating the implementation effect of the policy,and thereby to analyze and summarize the overall implementation effect of India's 2009 national skill training policy.Then,there are the objective analysis of the formation and implementation of the policy based on the perspective of effect to pave the way for analyzing the factors that influence the implementation effect of the policy.Finally,this paper deeply analyzes the main factors influencing the implementation effect of policy based on the dimensions of policy making and executing,aiming to have a deep excavation of the whole society of India through this part.
