With the continued expansion of Chinese economy and rapid urbanization,floating population has become an indispensable part of urban construction.Governments at all levels are working tirelessly to foster the relations between urban residents and floating population and help floating population and the children of floating population(hereafter CFP)enjoy the same rights,especially the right to education,as urban residents.Providing decent education for the CFP is of great significance in breaking the urban-rural dual economic structure and promoting the integration of urban and rural areas.It is worthy of study how to provide the CFP with compulsory education comparable to the children of urban residents,which,if handled badly,will not only stunt the CFP' growth,but jeopardize the fairness of compulsory education as public goods,and consequently hinder the coordinated development of urban and rural areas.As the capital city of Inner Mongolia Autonomous Region and Hohhot is ranked first in the region in the number of floating population,whose government introduced exclusive educational policies towards the CFP several years ago;the policies have borne fruit now.In this paper,we focus on the problems facing the CFP in the compulsory education stages in Hohhot,investigate the living conditions of Hohhot's floating population and the CFP's educational development,and conduct an in-depth analysis of the investigation's results,guided by the theories of public management,education fairness,and education equality,and using literature research and field investigation methods.we also examine how the compulsory education policies towards the CFP in Hohhot has been implemented and what change has happened to them in the past ten years.Through comparison and analysis are presented the following problems: school admission procedures for the CFP are tiring and tedious,the CFP's assimilation into local communities is difficult,the funding system for compulsory education is slightly backward,the distribution of educational resources is uneven,the implementation rules for educational policies are not clear enough,and the CFP's family education is lacking,causes of which are analyzed and countermeasures against which are proposed,from the perspectives of government,education authorities,schools,and families.That is to say,the government should work hard to promote the reform of the household registration system and the improvement of the compulsory education management system.The education authorities should make efforts from the average educational resources and improve related policies.The school should raise the awareness of the children of the floatingpopulation and the floating population families should actively change.Education concept,good home-school cooperation.
