Quality is an essential factor and index to educational evaluation.Education quality is a topic that can not be ignored no matter which developingstage our early childhood educationat.Contemporary,early childhood education development in China is still in its early stage,the gap of educational quality between reality and expectation is huge and deep.To eliminate the conflict between reality and expectation,China is making effort to facilitate the development of early childhood education.However,since the differences among regions’ economy and cultural differentiation,there are huge unevenness among early childhood education institutions’ quality.This phenomenon makes forming a standard that is unified,suitable for all early institutions seems like an incredible task.ExceleRate Illinois^TM emerged from the requirement of Race to the Top–Early Learning Challenge policy and the facilitation of Obama administration.ExceleRate Illinois^TM uses financial and professional support to appeal child care centers voluntarily joining the evaluation system.ExceleRate Illinois^TM derides the evaluation quality in five circles of quality which makes ExceleRate Illinois^TM is suitable for all child care centers’ development stage.This thesis illustrates how does ExceleRate Illinois^TM formed and how does ExceleRate Illinois^TM put into implement,to provide reference for developing our own standard in China.There are five parts of this thesis.The first part is the proposal which include the background information of the research,research questions,main concepts,research methods,meaning of the research and a literature review.The second part mainly discusses the background information about the evaluation standards of early childhood education institution in U.S..The standard is mainly depends on two important factors,the first one is because of Obama administration’s foster which aim to popularize high quality education.The second one is to reply the requirement from Race to the Top–Early Learning Challenge policy which demand to use Quality Rating and Improvement Systems（QRIS）to improves school readiness.Both and also require early childhood educational institutions to join Quality Rating and Improvement Systems（QRIS）.Under this circumstances,ExceleRate Illinois^TM was established and played an essential role in the Quality Rating and Improvement Systems（QRIS）of Illinois.The third part illustrates the framework of ExceleRate Illinois^TM,includes five circles of quality,evaluation domains,and assessment tools.The forth part mainly states the implement of ExceleRate Illinois^TM and it’s influence about early childhood educational institutions,labor force in early childhood education and children development.The fifth part demonstrates the traits of ExceleRate Illinois^TM and enlightenment from ExceleRate Illinois^TM.Through the tease of the framework of ExceleRate Illinois^TM,this part calculate for traits of ExceleRate Illinois^TM.From learning the implement of ExceleRate Illinois^TM,author proposes few enlightenment that suitable for China to learn from.
