Human capital is an important factor in promoting the upgrading of industrial structure.Different types of human capital have different effects on the upgrading of industrial structure.The role of heterogeneous human capital in promoting the upgrading of an industry must be based on the current status of the industrial structure in the region to study the impact of different types of human capital on the upgrading of industrial structure.Through the review of the existing literature on the impact of heterogeneous human capital on the upgrading of industrial structure,it is found that there are still some deficiencies in people's research.There are mainly three aspects: First,research on economically developed regions in the selection of research objects.More often than not,there are few studies in economically underdeveloped regions.Second,there is a lack of analysis and explanation for the mechanism of heterogeneity of human capital to promote the upgrading of industrial structure.Third,the indicators that can be quantified in the classification of heterogeneous human capital are relatively simple.This paper selects the northwest region as the research object,based on the theory of heterogeneous human capital and industrial structure upgrading,from the general human capital,knowledge human capital,professional human capital,innovative human capital,and institutional human capital.The aspects elaborated the mechanism of the heterogeneous human capital to promote the upgrading of industrial structure.Then,through the analysis of the mechanism of the promotion of industrial structure through the promotion of heterogeneous human capital,an evaluation index system for heterogeneous human capital to promote the upgrading of industrial structure was established,and eight indicators were selected to quantify the above five types of human capital,based on the northwest region.From 2006 to 2015,the panel data used the grey correlation analysis method to explore the impact of heterogeneous human capital on the upgrading of industrial structure in the northwest region.The empirical results show that the highest degree of correlation with the upgrading of industrial structure in the northwest is professional-type human capital,followed by general human capital,knowledge-based human capital,innovative human capital,and institutional human capital.Through comparative analysis,it was found that the low level of innovative human capital in the northwest failed to play its due role.According to the empirical results,this paper puts forward the thinking and countermeasures of the heterogeneity of human capital in the northwestern region to promote the upgrading of industrial structure,that is,optimize vocational education and upgrade the level of professional human capital;pay attention to ethnic education,increase the stock of heterogeneous human capital;increase research investment,play a role in innovative human capital;based on the status quo of the provinces,formulate heterogeneous human capital policies;combine with national strategies to cultivate corresponding heterogeneous human capital.
