In the 21 st century,with the rapid development of higher education,talent cultivation quality in colleges and universities has attracted a wide attention,especially the talent quality,and how to evaluate the quality of higher education,has become an important research topic for educators across the world in recent years.Many countries accelerate the change of the evaluation model based on education input and subjective experience and gradually pay more attention to constructing the evaluation project based on a student-centered and output-based education.The " Collegiate Learning Assessment " in the United States is one of the representative projects.With literature analysis and comparative approach,after the research and analysis on the United States "collegiate learning assessment " project,the study shows the characteristics of the third-party evaluation institutions.The purpose is to draw lessons from its attention on college students’ critical thinking,problem solving ability such as the main content of students’ learning evaluation and value-added effect of experience so that the college students’ learning evaluation work in our country can move on smoothly,which will probably make up the shortcomings in college students’ learning evaluation,such as the profession-centered ideas,ignorance to the general capacity in evaluation index.As a result,we can build a new college students’ learning evaluation index in accordance with the situation of our country.This thesis is divided into three parts.The first part is the introduction to the first chapter,mainly elaborating the source of the problem,the literature reviews at home and abroad,and then puts forward the research questions and ideas of this paper.In the second part namely chapter 2 and chapter 3,it presents the collegiate learning assessment background,basic situation,organization and management,the evaluation standards and the evaluation result and analysis,application scope,etc.in detail.The third part is the last chapter,mainly combined with the successful experience of the American collegiate learning assessment in organizing management and implementing utility,in view of the situation of our country college students’ learning evaluation,and combined with the objectives of university’s personnel training in China,and according to the principle of evaluation index to construct the preliminary constructed conforms to our country the project of talent fostering college students’ learning assessment index,discussed the enlightenments based on evaluation elements(evaluation form,evaluation subject,evaluation methods,evaluation),the results of application,third-party evaluation institutions authentication framework,etc.The conclusion of this study is as follows: firstly,through the analysis of the American collegiate learning assessment project found that its problems are: 1)when the school implements the longitudinal evaluation,students’ growth environment,education background,external environment factors such as external experience cannot effectively control,a certain influence on the accuracy of the final result will be.2)the students’ evaluation samples will affect the students’ final value-added evaluation results once they have a high dropout rate or the transfer of students in the middle school.3)college students learning evaluation in measurement,it’s easy to have a ceiling effect,low raw score,students scores after appreciation of the space is larger,and the students with higher raw score,may appear low appreciation of space. Secondly,the evaluation index of college students in China is constructed,including 7 primary indexes and 27 secondary indexes.Seven indicators are: "professional ability","critical thinking","application ability","communication skills","ethics accomplishment","innovation","international horizons".Finally,the author constructs the relevant mechanism of the organization management of collegiate learning assessment from the four aspects of management organization,implementation analysis,result application and organization service.
