Undertake The Operation Process Of The Government Purchasing Public Sports Services Research

Simplifying and optimizing the public service flow is an important part of streamlining administration and delegating power and strengthening the work of the administration.The importance of service flow research is highlighted by the introduction of simplified and optimized public service flow policies in various fields.Public sports service is an important part of public service,and sports authorities at all levels are trying to respond to government policies and promote public sports services.The key to undertake government purchase of public sports service is to study the specific operation process of the project association,and to study how to implement the operation process to maximize the service effect.Based on this background,it is very important to study the process of government purchasing public sports service.In this paper,based on process management and process reengineering theory,USES the literature method,interview method,case method of suzhou city government purchasing public sports services operation process were studied.Through the case study found the following problems:(1)the management method to improve(2)project management functions including government department operation process of impact,and inadequate association club service consciousness itself caused problems such as nonstandard project implementation process(3)the lack of effective supervision.The reasons for the above problems mainly include(1)the association club is strongly dependent on the government.(2)the independent operation capacity of the project association(2)is insufficient to supervise the implementation of the project.Based on the theoretical basis and case analysis,process design and optimization strategy analysis are carried out.After analyze the case,the experience and problems,research should be from the organization and management,organize the implementation,services to undertake the operation of the government purchasing public sports services process were studied.The research conclusion :(1)to undertake the government purchase of public sports service process elements including the organization management,the specific implementation operation of the association and the supervision process;(2)management mode is mainly transformed from functional management to process management,focusing on process and innovation management to improve service quality.(3)the project operation process mainly includes resource integration process and project implementation process.(4)in the aspect of service supervision,to grasp the subject and content of the supervision,and to supervise the operation process of the project in advance,in the event and afterwards,and ensure the smooth operation of the service.(5)in the end,different methods are used to ensure the continuous improvement of service quality through the optimization of government,sports social organization and supervision and management process to ensure that the running process is in dynamic and continuous optimization.
