The national medium and long-term education reform and development compendium makes it clear that "the impact of information technology on education is revolutionary,which should pay high attention to".ICT(Information and communication technology)in education is an important method to realize the modernization of education while ICT in colleges and universities is an important part of it,the research of it's maturity level has important theoretical and practical significance on the improvement of teaching and scientific research management level.At present,although the construction of ICT in colleges and universities has made some achievements,there still exists many problems:the low utilization of infrastructure rate,the repeated construction of resources,the wandering of software resources outside classroom,the imperfection of system mechanism and many other issues.In this case,it is necessary to carry out evaluation study on colleges and universities actively,construct maturity model of ICT in colleges and universities and its evaluation system in order to clear the current situation,the weak link,existing problems in the procession of development,and then put forward the targeted suggestions to guide and promote the sustainable development of ICT in colleges and universities.This paper construct the maturity model of ICT in colleges and universities and its evaluation system based on the analysis of the evaluation project,index system,literature,policy,the development sequence at home and abroad,the reference of National Plan for ICT in Education(2011-2020),the report of China education informatization development related to higher education,the combination with the information maturity model,then study the evaluation system of maturity model of ICT in colleges and universities:using combination method to determine the index weight,giving score criteria and the relationship between the score and the maturity model on account of the materials and the experience.Lastly taken the national colleges and universities as research object to carry out empirical research in order to understand the current situation of the development of ICT in colleges and universities overall and and the detail characteristics of different colleges and universities under the overall situation,clear the existing problems and put forward corresponding opinions and suggestions according to the maturity model.The research results show that:Firstly,the level of ICT in the whole national colleges and universities is in the promotion and application period,while safeguard measures,resources construction and application are the dimension that developed relatively weak,then put forward coping strategies for guarantee measures on the basis of the characteristics of maturity model of ICT in colleges and universities from macro level.Secondly,colleges and universities owns different features in different stages,the development characteristics of infrastructure,resource construction and application,management informatization and safeguard measures are different in the three stages.Thirdly,colleges and universities in the same period have different features,taken four colleges A,B,C,D in the current period(promotion and application period)as example,through the analysis of A,B,C,D,the results show that infrastructure,safeguard measures,resources construction and application,information management are the weak dimisions for the four colleges,then provide suggestions according to the characteristics of maturity model of ICT in colleges and universities from micro level.
