With the rapid development of China's economy,the pace of human development in our country has been quickened.Guangxi has achieved good development results thanks to the national policy inclination and its own reality,but at the same time,there are still some problems affecting human development that have not yet been solved.To solve the problem of poverty,to clear the obstacles of poverty to human development,to speed up the development of health,education and income,and to improve the level of human development is worthy of further study.This paper focuses on the level of human development in Guangxi in 2010 and 2015,and the level of human development after taking into account the factors of poverty.After taking into account the poverty factor,the sub-index of measuring human development level changed from income index to adjusted income index,and health index and education index did not change,that is to say,poverty coefficient was included in income index.Based on the calculation method of human development index(HDI),the HDI of Guangxi is measured and analyzed in combination with the actual situation in Guangxi,which is used to evaluate the comparison between Guangxi and China's human development level and the level of human development in various cities in Guangxi region.After the poverty factor is taken into account,the adjusted HDI is measured and analyzed again,and compared with the original HDI.Through comparative analysis,the following conclusions are drawn: the level of human development in Guangxi and Guangxi cities is getting higher and higher,but there are differences between Guangxi and the whole country and cities.The gap between the average level of Guangxi and the country,and the level of human development in Beijing and Shanghai is constantly narrowing,indicating that Guangxi has achieved good results in human development.Income level gap is widening,so the level of human development is also widening,that is,polarization is more serious.Income level and education level,income level and health level of individual cities in Guangxi is seriously out of sync,that is,the economic development results contribute less to the development of education and health care.Only the health level in Guangxi is higher than the national average,and there is still a big gap in education and income between Guangxi and the national average.Poverty has a great impact on the level of human development in various cities and cities of Guangxi.Poverty has widened the income gap in various parts of Guangxi,that is,the present situation of poverty in various cities of Guangxi is serious,and the work of poverty alleviation and poverty reduction is arduous.This paper mainly adopts comparative research method and principal component analysis to evaluate the level of human development in Guangxi.According to the results of comparative analysis,the policy proposals for promoting Guangxi's poverty alleviation and poverty reduction,promoting the human development of Guangxi and building a welloff society in an all-round way are proposed.The government finance needs to increase the expenditure on education and raise the public investment public.In order to improve the backward education level in Guangxi,we can improve the status of the backward education level in the poverty alleviation and promote the social security system.In rural areas,villages in poor counties should speed up urbanization,modernize and narrow the gap between urban and rural areas.Coordinate the regional development and reduce the regional economic gap.We will continue to strengthen the construction of medical services and raise the level of health.Let the people enjoy the fruits of economic development and obtain higher quality of life,education and medical services.
