"U-G-S" teacher education model is firstly put forward by the Northeast Normal University in 2007.In the design and implementation of the model,'integration of teacher education' is as the guiding idea,'teacher education innovation of Northeast area' is as the practice carrier.On the basis of ‘oriented by University,coordinated by local Government,primary and secondary schools participation',‘Normal University-local Government-primary and secondary schools'(University-Government-School)cooperatively carry out the works of 'pre-service training,inductive education and on-the-job training for primary and secondary school teachers'.The new mode of teacher education was named as "U-G-S" mode.In recent years,under the guidance of national policy,"U-G-S" teacher education model was generalized and implemented in local areas."University-local government-primary and secondary schools(U-G-S)”,cooperatively commit themselves to the cultivation of outstanding teachers and future educators,has opened up a new practical paradigm to build a flexible and open system of teacher education in China.This paper uses the literature study method,the case study method and in-depth interviews method to process the field research of the "U-G-S" teacher education practice mode implemented by B university in LiaoNing province,LS area bureau of education in Huludao city and the X primary school and G middle school in LS area.The article is divided into three parts: the first part is to investigate the cooperation actuality of "U-G-S" model from three aspects,such as main body,status and culture of cooperation;and the present situation and problems of cooperation found in the implementation process of cooperation are the absence of main body role for cooperation,cooperation become a mere formality and heterogeneous culture conflict.The second part is the rational inquiry of the cause of above problems,mainly from three aspects which are cooperation intention,operational mechanism and management system,characterized by the imbalance interests of all parties in "U-G-S" leads to lower willingness,"U-G-S" operation mechanism is not clear cause apparent cooperation,"U-G-S" management system is not sound pragmatic effect lead to cooperation.In the third part,according to the attribution analysis,the author puts forward the necessary and optimal strategies respectively.Firstly,the "U-G-S" teacher education cooperation model was built from the "U-G-S" tripartite cooperation and the relationship between the three parties.Secondly,it proposes a set of specific optimization strategy from three aspects: first,uphold the multi-value appeal and stimulate the willingness of the three parties to cooperate;the second is to optimize the operation mechanism and promote the co-existence of cooperation;third,deepen the management mechanism and enhance the vitality of the cooperation organization.This study focus on the operation situation and problems reflection of the operation of "U-G-S" teacher education model.It is the reflection and reconstruction based on the "U-G-S" mode of teacher education.The implementation of field research,obtained from the cooperative field first-hand data and the real experience of participants enhanced the authenticity and validity of the study,with the purpose of presenting the practice research and explore new ideas,and to provide reference of the study of "U-G-S" model of teacher education.
