Development funding is a new financing concept,which means that the focus of college student funding is from material support to material support to material support,to meet the students' multiple needs and to promote the overall development of students.The transformation from relief funding to development assistance is a new requirement for subsidization of poor students in the new era.From the simple "poverty alleviation" to "supporting the poor" and "supporting wisdom" and "supporting aspiration",it is an innovative embodiment of the funding concept and practice of poor students in Colleges and universities.The so-called "stricken" means economic or material help to poor students,and the so-called "help the wisdom" means helping the poor students' ability,while "Fu" is the spiritual guidance to the poor students.The policy of subsidizing impoverished college students comes from the government's educational management function.It is a concrete manifestation of the equality of education and the equalization of public services.The new subsidy policy for poor students in Colleges and universities has begun and has evolved a relatively complete set of policy systems,including national scholarships,national student loans(including national student loans on campus and student credit student loans),financial aid for retired soldiers,and national student loans for grass-roots employment.Compensatory,compulsory military service state support,direct recruitment of sergeant state aid,diligent work study,tuition remission,etc.,among which,relief aid or safeguards have played a positive role in the implementation of the commitment to "not let a poor student lose his school because of family economic difficulties",but there is also a poor educational function and a beneficiaries.Limitations of self-help consciousness and weak ability to solve difficulties.From the relief funding to the development funding is not only consistent with the inherent law of human needs,but also conforms to the new era of people's overall development and people-oriented.The development subsidy not only guarantees the material needs of the poor students,but also guides and assists the poor students' ability,psychology and spirit.The Henan YZ school is undergoing a transition to developing funding,which has a complex funding policy system,a standardized management and a variety of funding methods,all of which provide a realistic basis for innovative practice for the exhibition,but some of its shortcomings,such as the lack of understanding of the "hematopoiesis" function of developing funding,are not in place.The lack of funding assistance mechanism for the "four in one",as well as the weakness of funding resource allocation,and the weak tendency of supporting the project to help the intellect and the ambition,all reflect the universal problems existing in the financial aid work of the poor students at present.In fact,this is also a realistic factor that restricts the transformation of development aid.Of course,as an innovative concept and policy guidance,there is no ready-made experience model to develop the development subsidy,which needs to be explored in practice.Based on the above,this paper attempts to put forward the way to speed up the transformation from relief fund to development subsidy,including refinement policy,construction mechanism and renewal culture.Among them,the policy provisions for the refinement of development funding belong to the top level design level,and the mechanism suitable for the development of financial support innovation practice involves the precise identification of the impoverished objects,the precise determination of the financial support,the financing projects focusing on the "support" and "helping the intellect","Fu Zhi",and the allocation of resources for the allocation of "blood transfusion" and "blood transfusion"."Hematopoiesis" functions as well as the establishment of the evaluation mechanism of the funding effect and the building of the "four in one" cooperative funding mechanism.As for the renewal culture,the relevant departments of the school not only wish to establish the supporting culture of the relevant departments of the school and the "help the wisdom" and the "Fu Zhi",and actively guide the students to cultivate the developing financing culture.At the same time,it is also expected that the aided students will transform their culture from "helping the poor" to "supporting wisdom" and "supporting" culture.After all,students' self motivated and enterprising spirit are indispensable factors for all-round development.External help is important,but self-improvement is equally important and even more important.
