| Since 2004,the State General Administration of Sport has carried out the work of identifying “national high-level sports talent reserve bases” in sports schools of various types and levels across the country,and has determined that the work will take the Olympics as a cycle for four years.The “Thirteenth Five-Year Plan” for the development of national sports undertakings formulated by the State General Administration of Sports in 2016 is of great significance for the implementation of the national fitness and Olympic strategy and the building of a sports power.It can be seen from this that the state attaches great importance to training reserve talents for competitive sports.High-level sports talent not only has high standards of athletic ability,but also has noble moral sentiments,high cultural knowledge,rigorous logical thinking,and innovative ability.It is a new era talent with comprehensive development.The high-level reserve talents cultivated on the basis of various types of sports schools at all levels are the cornerstones for the sustainable development of competitive sports in China.Therefore,building a high-level sports reserve talent base is conducive to cultivating high-level reserve talents for competitive sports,which will help promote me.According to the "Notice of the General Office of the General Administration of Sport of China on Confirming National High-level Sports Reserve Talent Base(2017-2020)"(Ti Qing Zi [2016] No.90),From 2017 to 2020 Olympic Games Period Henan Province was identified as "National Key High-level Sports Reserve Talent Base"(hereinafter referred to as "base").This article takes Henan Sports School,Zhengzhou Sports School,Zhengzhou Junior Sports School,Jiaozuo Sports School,Anyang Sports School,and Luoyang Athletics School as the survey objects.Using literature methods,questionnaires,expert interviews,mathematical statistics,and logical analysis,the study of human resources deployment,athlete training,participation,and logistical support in Henan Province’s “base” was conducted.The results are as follows:The number of athletes in the "National Key High-level Sports Reserve Talent Base" in Henan Province is relatively sufficient.Athletes feel difficult to learn in cultural classes,and most of them are in the attitude of holding professional teams into the future.The age structure of coaches is relatively reasonable,mainly young adults and experienced old coaches,but they have relatively little effort in training,teaching,research,and re-education.The number of high-level athletes is basically met,and more players still lack experience in competition.In terms of logistical support,the special training facilities and teaching facilities provided by the base are relatively complete,but facilities such as rehabilitation equipment and medical research instruments are relatively scarce.In terms of logistical support for athletes,the base has a low degree of attention and relatively abundant funds,but the sources and use of funds are relatively simple.In the actual investment of funds,some of the projects “have no money available”,while some projects “have no place to spend”,and the allocation of funds needs to be rationalized,detailed,and standardized.The main problems existing in the construction of the " reserve talents base of national key high-level competitive sports" in Henan Province include: difficulties in enrollment at bases,lack of new talents;lack of scientific management,poor quality of education;low training efficiency,fewer opportunities for participation;lack of scientific research ability,and need to improve the level of coaching;disregarding the teaching of cultural classes,which restricted development of athletes;and lack of logistical support,led the lack of development potential and so on.Based on the above problems,this paper proposes the following countermeasures: strengthen propaganda,consummate personnel training system;raise the degree of attention,make long-term development plan;formulate reasonable training plan,increase the number of competitions appropriately;improve coaching level,enhance training efficiency;emphasize cultural teaching,promote students’ all-round development;optimize resource allocation and improve logistics support. |
