It has charted the direction for development of professional social work in this new era when Premier of the State Council Li Keqiang said that promote the healthy growth of civic organizations,professional social work and volunteer services in his report on government work at the first session of the 13 th National People’s Congress on March 5th,2018.Now the promotion of the healthy growth of professional social work is new impetus for implementing socialism with Chinese characteristics for a new era.In order to create a new model of development and working method,we require mobilizing the whole nation to participate in the work and study it in practice.It’s the main task of social work to encourage the development of its specialization,localization and practice meanwhile giving full play to serve the country,the community and the people,and also the massive power ought to be combined together and pushed forward cooperatively to form with distinctive Chinese characteristics for a new era.On the one hand,social worker acts as a stabilizing force and plays a significant role in the process of promoting professional social work.But,says on the mainland,career-development of social worker is lacking for mechanism and system,besides it seriously restricts the development of social worker.On the other hand,the high rate of the brain-drain and low counterpart employment rate in the social work industry existing all at once which brings about high pressure to the development of professional social work.The methodology of the combination of quantitative and qualitative analysis is adopted in this research.The object of this research includes232 social workers who participate in the survey about pay rises,promotion and career-development plan,etc.Part of that is collected by interview and describes the current situation about career-development of the social worker in detail.The conclusion of this research represents that the cause of the predicament about career-development of social worker reflects that the incentive and guarantee mechanism are not enough and the intrinsic motive force of the development of social worker become rather hollow.This research tries to apply F·Herzberg’s HM Theoryand empowerment theory to result in new impetus for increasing the influence and the intrinsic motive force,and establish the comprehensive framework of motivation mechanism which suited to the characteristics of social work industry,in order to overcome resistance and turn the potential of social worker into endogenous driving force of growth. |
