Research On The Implementation Of Zhuzhou's Campus Football Policy

Based on the theory of public policy and stakeholder,combined with the special campus football culture in Zhuzhou City,this paper analyzes the current status of the implementation of campus policy organizations,human resources Resources status quo,the main influencing factors as well as the interests of the policy implementation and target groups to carry out in-depth analysis,put forward to optimize the Zhuzhou City football policy implementation strategy.Main conclusions:1: During the process of implementing the football policy in campus,Hunan Zuzu Education Office lacks supervision over the implementation of the policy of Zuzu Education Office in Zhuzhou City,and there exists overlapping of functions and coordination and communication problems between the Zuofu Education Internal Education System and the sports system in Zhuzhou City.Two There are qualitative differences between the implementation of the campus football policy.2: There is a serious shortage of material resources for the implementation of the football policy in the campus,the social financing channels are not smooth,and charging chaos is ubiquitous.There is not enough equipment and equipment for the venues and the aging is impaired.3: Zhuzhou City campus football competition system is not perfect,four levels of competition system is not organic,the competition systemis debatable;4: The distribution and structure of Zhuzhou Campus Soccer School are not reasonable enough,and the development of various districts is not balanced enough.There are also differences in the implementation of football policies in different schools.5: The lack of human resources for the implementation of football policy on campus,the low quality of executive staff,the headmaster's emphasis on campus football needs to be improved,and the concept of parents is not enough to keep pace with the times,and the educational functions of football are not very well understood.The low ability of football coaching business leads to a lack of systematic and continuous training system.6: Zhuzhou City,the implementation of football policies on campus are the main influencing factors: Among them:(1)the target group complies with the high cost and the single expression channel is closed;(2)the policy implementation is always dominated by the administrative mode,ignoring the important role of the economic mode and the ideological education mode;(3)the traditional Chinese cultural environment and relations This idea undermines the authority of the executive department of Zhuzhou football policy on campus.7: The strategies for optimizing the implementation of football policy in Zhuzhou City Campus include:(1)improving theimplementation mechanism of Zhuzhou football policy in Zhuzhou City;(2)properly satisfying the interests of various executive bodies;(3)vigorously promoting the involvement of social capital;and(4)Campus football competition system;(5)broaden the scope of publicity and enhance its influence;(6)strengthen teacher training.
