Campus One Card Application And Exploration For Governance Of Universities

For the purpose of promoting the overall development of the country and comprehensively deepening the reform,the "system" and "ability" are creatively put together,and the development of modernized governance system and governance ability are emphasized in the Third Plenary Session of the 18th CPC Central Committee.The university governance is the specific requirement of the modernization of country governance capacity in the higher education field,which refers to the capacity to manage aspects of works in the university.As a part of university governance,the Campus One Card with the functions of university governance and management decision-making is one of the basic supports for the construction of information-based education,Campus One Card is the starting point and important basic project for the construction of the "university digitalization" of our country's higher education,and provides a very effective bottom-up channel for the university governance process.In the stage of innovation-driven transformation,there are many problems exist in the governance of higher education in our country,the "Campus One Card" is an important technology means to modernize the university's governance ability,helps the university to examine the development environment of the campus more specifically and comprehensively,and furthermore,enables the university to monitor the problems occurring in the construction of campus system from new perspective.With all these features,it would become a powerful driving force for the construction of the modernization of university system.Therefore,to correctly handle the problem of how to effectively dock and utilized the Campus One Card and university governance,so as to comprehensively enhance the university management level,that is the important core of accelerating the realization of "pluralistic governance" and "intelligent governance" in the field of higher education in our country.This paper firstly analyzes the relationship between the Campus One Card and the university governance by studying the Campus One Card,the meaning of college governance and its development process.Secondly it adopts the research method to analyze and investigate the practical examples of the applications of Campus One Card in the colleges and universities governance.Base on the previous data,the paper further expounds the problems arising from the governance of the university through the Campus One Card,which are,the lack of data management,the obstruction of the internal friction,the pressure of the replacement and the deviation of the system construction.Also it finds out the restraining factors for these problems,the factors include value identity of the entities of university governance,the cross structure running inside the university and the lack of construction for university information culture.On the basis of the previous analysis,combining the theory with practice,the paper suggests two major countermeasures,which are,improving and promoting the university governance system and supporting the university governance with Campus One Card.A summary is given at the end of the paper,meanwhile,besides the limitations and shortcomings of the innovation and research,the prospect and direction of follow-up research are also pointed out..The research in this paper brings a new subject for the entities of university governance in our country.It also brings more imagination and development space for the application development of the new generation Campus One Card for the university governance.For the construction of intelligent campus and the entities of university governance,it provides them comprehensive information service and assists them in making decision scientifically.It provides references and positively affects the comprehensive enhancement of governance level and management efficiency.
