CCP and Chinese Government proposed “cultivating talents based on morality education” as the fundamental task of education on the strategic level,and educational reform also proposed core-literacy education.The focus of fundamental task of “cultivating talents based on morality education” and “core-literacy” education is to implement civic literacy education.In current educational system in China,there is no specialized civic education subject and civic literacy education is carried out mainly in the form of penetrating education through courses,such as Morality and Life and Morality and Society,and relevant teaching activities.The research expounds the necessity and feasibility of civic literacy education in primary schools,proposes the “activity teaching” of civic literacy education in primary schools,analyzes the problems existing in and causes of “activity teaching” of civic literacy education in primary schools,and explores the practical significance and necessary conditions to carry out “activity teaching” of civic literacy education in primary schools through the case of“Yishitang Activity”.The research focuses on exploring the practice approaches appropriate for civic literacy education in primary schools in China.The paper includes four chapters.Chapter one is the introduction,which introduces research background,summarizes the research status,objectives and significance of civic literacy education in schools at home and abroad,and proposes relevant concepts such as “civic literacy education” and “activity teaching”.Chapter two introduces civic literacy education in primary schools and corresponding“activity teaching”.The part analyzes the necessity and feasibility of civic literacy education in primary schools,and proposes the content of,problems existing in and causes of carrying out civic literacy education “activity teaching”.Chapter three is the practical exploration and analysis on the “activity teaching” of civic literacy education in primary schools.The part proposes carrying out the “activity teaching”of civic literacy education in primary schools through “Yishitang Activity” and offers a lot of case analyses through which people may get that the “Yishitang Activity” can embody the principles of civic literacy education and realize the educational objectives of “core literacy”.Chapter four proposes the essential conditions for schools to carry out the “activity teaching” of civic literacy education from two dimensions: teacher and school.
