Problems And Countermeasures Of Property Disputes Prevention And Control In Jinniu District Of Chengdu City

Since 1981,since the first property management company of Shenzhen was established in China,the property management industry has entered China for nearly 40 years.With the continuous advancement of social process,China's urbanization development has entered a new stage,and property service has become an important part of modern family life.However,the property disputes are also on the rise,and the relationship between various stakeholders is changing imperceptibly,which makes the various contradictions and disputes present the characteristics of diversity and complexity.In the work of property dispute prevention and control,it shows the characteristics of complex legal relationship and difficult solution,as different classes,different organizations and different interests The settlement of property disputes is also complicated,even some property disputes can not be solved for a long time.In the field of property disputes,although the state has constantly revised the relevant laws and regulations,some provinces and cities have explored some effective ways to resolve property disputes,and as experience sharing,most of them have personalized characteristics and have not formed a scientific,systematic and mature property dispute resolution mechanism.Therefore,the experience is solid,but it can not be widely popularized.After referring to the domestic and foreign research results on property dispute resolution,combined with the actual situation of property management disputes in Jinniu District,Chengdu City,this paper systematically combs the problems existing in the prevention and control of property disputes in Jinniu District,deeply analyzes the institutional reasons,service level and prevention channels of the problems,and puts forward countermeasures and suggestions for improving the status quo.First of all,through the current situation of domestic property dispute resolution,combined with the actual situation of Jinniu District,Chengdu City,this paper leads to the basis and research significance of this topic.Secondly,it combs the relevant basic concepts and basic theories involved in the prevention and control of property disputes.Third,through a variety of ways of basic data research and data statistics of relevant departments,sort out the problems of property dispute prevention and control in Jinniu District.Fourth,from the system level,the defects of the participants and the relevant laws and regulations,the paper analyzes the causes of the problems in the property dispute prevention and control work,and finds the root and crux of the property dispute resolution.Fifthly,through the suggestions of system reform,team building,transparency of service content and revenue and expenditure standards,and improvement of relevant normative documents,the paper puts forward corresponding operational countermeasures and suggestions.At the same time,it also proposes to introduce the concept of community autonomy and deposit system to provide a new direction for the prevention and control of property disputes.Finally,it is clarified that only the real harmonious development between the property service organization and the owner can the property dispute prevention and control be feasible.
