The reporting system is an important measure to prevent the fraud of corporation and reduce the costs of supervision.The establishment of "Whistle-Blower" system is affected by the traditional culture in China.The public have a worldly prejudice and misunderstanding to the enterprises reporting system which is refer to other countries.It leads to many cultural conflicts and ethical obstacles.People think that reporting is a villain,and contrary to the gentleman culture and gentleman personality.Reporting is a betrayal,and violating the loyalty and legal obligations.Reporting cannot considerate people's own closest relatives,and contrary to the Kin Concealment System.These cognitive deviations arrest the behaviour of reporting.In order to avoid that the utilization of the reporting system do not adapt to the local culture and make it take effect.This article starts from the perspective of traditional culture,and investigates the value of the internal reporting system of enterprises by cracking ethical obstacles as well as establishing legitimacy.It finds the legal connotation of the reporting system do not violate contemporary Culture,but it combine with each other.At the same time,it analyzes the ethical dilemma of reporting,and provides a way for reporters to solve difficulties.When introducing the reporting system,legislators should examine the factors of traditional culture impacts,and attach importance to the risks and conflicts in order to prevent whistle-blowers from being villain,and seek reasonable limitation on legal loyalty obligations,and adjust the relationship between reports and Kin Concealment System.Constructing the legal protection systems for whistle-blowers,and strengthen the recognition of the reporting system and legal compliance,and avoid the reporting system in vain.Only by constructing a reporting system in a scientific way can we promote the construction of the internal reporting system of Chinese enterprises.This study combine our country's legal and social cultural concepts,concerning about the integration of the whistle-blower system and traditional culture,and then putting forward ethical views,which is subordinated to the research direction ofChinese legal characteristics.Then providing social and cultural support for the construction and improvement of corporate whistle-blower legal system.The introduction of benefits measurement provides a scientific value for the construction and improvement of the corporate whistle-blower legal system in our country.Constructing the legal systems for Whistle-Blower,and providing relative guidelines for the establishment of specific protection systems.This study highlights the important value of the reporting system in enterprises and society.On the one hand,it expands the theoretical extension of the reporting system.On the other hand,it provides a legitimate perspective for the establishment of reporting system,and provides reference for the government and enterprises to establish the system.
