A Comparative Study Of Community Public Green Space Governance Models

Community governance around community public affairs has always been an important part of grassroots community governance.For public resources,the study of public green space can analyze the characteristics of the regional distribution and the functions and values of its use from the perspective of urban planning,or from the perspective of social equity and justice,understand the current status of regional distribution of urban resources,how Issues such as better allocation and use of public resources.In the management of public resources,breaking through the limitations of the government governance model and market model,Ostrom believes that community autonomous governance has certain positive significance in the protection and sustainable development of public resources.The research object of this paper is community public green space.As a community resource,in the construction and development of urban green space,community green space occupies an important part.The good management and construction of community green space is beneficial to the protection of the overall urban greening system.This article combines the problems and characteristics of grassroots communities in the community's public green space,taking the three communities of H,R,and Y as examples,and comparing three different modes of operation through comparative analysis between cases.The model of community public green land governance is divided into "community autonomous" model,"grid" model and "town management community" model.Communityautonomy type,combined with the practice of public green space governance formed by the H community through the autonomous governance of the community main body,summarizes the characteristics,advantages and limitations of the model.The grid model,combined with the way to resolve the public green space problem in the R community,understand how it relies on the construction and development of the grid management model,and how collaboration among multiple departments can be achieved through the grid platform,summarizing the characteristics,advantages and limitations of the model.The town management community model,combined with Y community,is the practice of public green land management.It is different from the H community.In the governance of public green land,the problems are complex.When the property and the residential committee have no solution,how can the government participate in the promotion of community governance.Community governance is the foundation of national governance,and public green space,as a kind of community public resources,has become a part of community public affairs governance.This article summarizes the experience of community public resource governance from the perspective of microcosm,in the generation of public green space problems,and through the comparative analysis of multiple cases,understand the operation of different governance models.Community autonomy,"grid" model and "town management community" model.In practice,community governance models often do not exist independently,but are nested and interdependent,forming a pattern of pluralistic co-governance.In the study,the author put forward three models of "grid" in the "grid","towns that manage the community",and communities in the "community autonomy",but in the governance of community public green space Or in community governance,these elements coexist.The governance of public green space resources by the participating entities at the community level forms a "community autonomy",while the other two are to resolve the difficulties of public green land resources through the intervention of external agents when the community is difficult to resolve governance problems or failure.In the "grid" governance model,emphasis is placed on different departments,grid centers,responsible grids,grid points,etc.to form grid nodes,highlighting the main role of grid nodes in governance.The "town management community" model is to highlight the direct and responsible role of street and town leaders.Party and government leaders have unique characteristics in practice.Through comparative analysis of different models,sum up commonalities and differences,and put forward suggestions to improve the governance of community public green space.Through the comparison and analysis of cases,we have a clearer understanding of the governance of public green space and public affairs in grassroots communities,and at the same time understand the positive significance of communities in the development and sustainability of public resources.
