The market-oriented reform of public service in China can be traced back to the1990 s.In the process of reform,not only many achievements have been made,but also some problems have to be faced and solved.In the face of unprecedented changes and challenges in social and economic conditions,cooperative governance is becoming an innovative means for the Chinese government to continue to transform its functions,deepen reform and improve governance performance.As a new orientation of public management paradigm,the main forms or application fields of cooperative governance can be summarized as two aspects: public policy-making and public service provision.As far as China is concerned,cooperative governance focuses more on the field of public services.With the application of new policy tools such as purchasing social services,contract outsourcing and public-private partnership,the market and social organizations are more and more widely involved in the supply of urban public services.At present,both at home and abroad,researchers are very concerned about the research of urban governance,cooperative governance,and public servicemarketization.There have been many studies,but there are few studies combing the above fields.This paper defines cooperative governance as the cooperation among government,market and society,and conducts an in-depth study on the marketization of urban management services from the perspective of cooperative governance.In this perspective,this paper aims at the problems that need to be solved in the process of urban management and service marketization in Xishan District,using the methods of theoretical research and empirical research,through full research on the marketization of environmental sanitation,facility management and maintenance,and green maintenance,and on the basis of the relevant practical experience of Shinjuku District in Tokyo,Japan and Kunshan City,Suqian City In Jiangsu,China,to explore the generation of problems from the perspective of government,market and social organizations,this paper tries to put forward countermeasures and suggestions to solve the problems.This paper is divided into five parts,the structure is as follows:The first part focuses on the background and significance of this paper,summarizes the research status at home and abroad,and clarifies the research ideas,research methods and main contents.The second part mainly introduces the connotation of public service and marketization of public service,as well as the theoretical basis of new public management theory and cooperative governance theory.The third part analyzes the development process,problems and causes of urban management service marketization in Xishan District,combs the background,content and current situation of urban management service marketization,and discusses the problems and causes in the practice of urban management service marketization in Xishan District.The fourth part compares and analyzes the practical experience of urban management service marketization at home and abroad,including Shinjuku District in Tokyo,Japan and Kunshan City,Suqian City In Jiangsu,China,and sums up its enlightenment to Xishan District.The fifth part puts forward countermeasures and suggestions for the furtherdevelopment of the market-oriented process of urban management services in Xishan District.Combined with relevant theories and practical experience at home and abroad,it puts forward measures and suggestions from four aspects: deepening understanding,strengthening investment and performance,strengthening supervision and cultivating main body.
