| In his report to the 19 th National Congress of the Communist Party of China(CPC),General Secretary Xi Jinping solemnly declared that socialism with Chinese characteristics had entered a new era,and made new plans to improve the system for managing state-owned assets and deepen the reform of state-owned enterprises.Based on the new era and new orientation,state-owned enterprises are becoming the forerunners competing with international advanced enterprises from leapfrog development.Moreover,they have become the pacesetter in many fields and industries.The development of state-owned enterprises is a vivid manifestation of historic achievements and changes in the cause of the Party and state.As the Party’s assistant and reserve force,the Communist Youth League of China(CYLC League)undertakes very important tasks in its new position.Facing the new situation of reform of state-owned enterprises to overcome the internal and external environment,social economic system,political system and so on various aspects of the dramatic changes,with the advent of the era of Internet,under the leadership of the communist youth league youth groups both in ideology and behavior,and social participation,organization form and so on all show great diversity,this gives traditional communist youth league organizations,condensation,service youth brought great pressure and challenge.This research adopts Literature research,Questionnaire investigation,Case studies and other research methods,to state-owned enterprises,for example,A company from the communist youth league organizations to participate in the youth of the present situation,problem,staff training,found the following questions:(1)cases with the communist youth league organizations function consciousness,(2)the youth league organizations at the grass-roots level work initiative is not enough,(3)(4)of the communist youth league youth service development mode innovation is insufficient,(4)party and government,the business department of the communist youth league work and enterprise lack of effective coordination.The reasons behind it are analyzed:(1)Diverse demands of youth under the new environment;(2)uneven abilities and qualities of youth League cadres;(3)lack of multi-angle and multi-directional methods of "party building and League building";(4)education and training of youth league members are not included in performance management and lack of continuity.With the help of Maslow’s hierarchy of needs theory and collaborative governance theory,the author puts forward five ways for the Communist Youth League of state-owned enterprises to organize and participate in the training of young employees.(1)Deeply analyze the tasks of the reform and development situation of state-owned enterprises,and strengthen the re-understanding of the functions of the Communist Youth League in the new era.(2)Strengthen close contact with the youth,strengthen the sense of responsibility and mission of cadres.(3)Innovate diversified youth service carriers and enhance the self-innovation ability of youth League organizations.(4)Insist on communicating with the party and government of the enterprise to obtain superior resources and support.(5)Strengthen the communication and cooperation with business departments,build a youth growth platform in an all-round way,and provide reference for the organization of the Communist Youth League of Shanghai state-owned enterprises to serve the youth and train young talents.It provides reference for the Communist Youth League of state-owned enterprises to serve the youth and train young talents,and provides necessary theoretical supplement for further improving the working functions of the Communist Youth League of state-owned enterprises.Meanwhile,it also provides samples for the Communist Youth League of state-owned enterprises to participate in the cultivation of young employees. |
