Research On Problems And Countermeasures Of Dalian Metro Emergency Management

With land and ground-road resources becoming scarce resources in cities,metro as a type of rail traffic plays a pivotal role in solving many problems such as traffic congestion and the pollution of automobile ex-haust gas.The metro now has become an important symbol of the city's development to a certain stage.With the expansion of the line and the changes for the travel habits of citizens,the subway has shouldered important passenger tasks,while ensuring the safety of operations becomes the lifeline of metro operation.It is special for the environment of the subway and the unexpected events are unpredictable,which cause the special requirements for subway emergency response on rescue,personnel evacuation as well as the security.It is diversified for the causes of emergencies.Therefore,since the emergence of the subway,domestic and foreign major extraordinary emergencies have brought us profound lessons and enlightenment on the safety of life and property as well as the social stability.Since the outbreak of the SARS epidemic in 2003,our government's comprehensive emergency management of public safety has made great progress,while the emergency management of the subway is one of the standards for measuring the local government's capabilities in public safety management.This thesis focuses on emergency management in Dalian subway operations.After summarizing and concluding a large number of related theories and literature,the author elaborates the definition,characteristics and theoretical framework of subway emergency management.Through field investigations,the author has collected relevant literature and policies on emergency management of Dalian subway accidents as well as summarized the existing successful measures and results.Through analyzing the "one case and three systems"(namely pre-arranged planning,system,mechanism,legal system)of Dalian Metro emergency management,several problems were found,such as the urgent need to strengthen the pre-arranged planning management system,the lack of professional coordinating mechanism and the complex mechanism operation process.By drawing on the advanced measures and experience of domestic and foreign cities,as well as fully analyzing through combining the specific situation of Dalian Metro,the author puts forward the countermeasures for the emergency management of Dalian metro emergency.The purpose of this thesis is to put forward constructive suggestions for the emergency management of Dalian metro emergency,which is hoped to provide some suggestions for improving the emergency management ability of Dalian metro.
