With the increasing threat of climate change and human activities,marine biodiversity faces with more and more challenges.To deal with this problem,international community adopts plenty measures,including international treaties like UNCLOS and CBD,which,provide legal support for the development of marine protected areas(MPAs).France,as one of the priors of environmental protection,is undertaking effective measures to fight against the crisis,among which MPA remains an important one.Since the first MPA founded in 1963,France continues to innovate and improve its practice thereof.Now France has established a big network with numerous kinds of MPAsThrough the establishment,governance as well as development of MPAs,the success of French practice in MPAs cannot leave without the support of law.The establishment of French MPAs is based on international treaties,EU directives as well as French internal law.French Environmental Code includes all French environmental regulations With Environmental Code,developing legislation and "one park,one law",France provides detailed regulations for the establishment of MPAs,though the inadequacy of legal connection remains a problem to be solved.In recent years,France has reformed the organ and mode of MPAs governance.Office of Biodiversity is the main organ of MPAs management,under whose guide every kind of MPAs has its mode of management.Moreover,the supervision and evaluation are also settled by law.The maritime court,the Special court for littoral and liability for environmental damage are the three main measures to guarantee the development of MPAsFrench legal practices on MPAs provide China with a referable example to solve the existing problems concerning the establishment and management of MPAs.
