Research On Telecommunication Network Fraud Crime Investigation Countermeasures

In recent years,the telecommunication network fraud cases have occurred in a high frequency in which a large number of victims and huge money were involved.Such fraud cases seriously infringed the property security and other lawful rights and interests of the public,interfered with the order of telecommunication network,and caused great harm in the society.By combing with the practical work and summarizing the features and causes of telecommunication network fraud cases,this article analyzes the current investigation situation of telecommunication network fraud in Dezhou city,Shandong province,and put forward the corresponding countermeasures improving the investigation efficiency against the problems and shortcomings currently existed in the investigation conducted by the public security organs.The thesis is divided into five parts.The first part introduces the purpose,significance,review and methods of the research.The second part summarizes the concept and main features of telecommunication network fraud crime based on the cases data of Dezhou city occurred in2019,and analyzes common types of current telecommunication network fraud crime.The third part mainly analyzes why the telecommunication network fraud happened so frequently.The causes include the temptation of low cost and high profit to people,insufficient supervision from relevant department,illegally disclosure of personal information,and citizens lacking precaution awareness and ability.Taking Dezhou city as an example,the fourth part sums up the construction of anti-fraud team and investigation effectiveness,points out the difficulties faced by the public security organs in terms of investigation and evidence collection,recovery of stolen goods,cross-border fight against crime,and illustrates the weakness existed in their work such as lack of professional team,unaccustomed to investigation mechanism,irregular treatment of cases,and inadequate warning and dissuasion,etc.On the basis of the above,the last part of this article proposes corresponding countermeasures for improving the detection efficiency of telecommunication network fraud which include promoting the construction of professional teams,optimizing combined operation mechanism in combat,and specifying the process of handling cases,deploying work in advance and transforming passivity into initiative,cutting off the chain of telecommunication network fraud from the source,as well as strengthening targeted publicity.A major innovation of this article lies in studying the advanced work deployment.Proactively investigate and foresee potential telecommunication network fraud before the fact or in the process.Take technical countermeasures especially early warning and persuading potential victims to prevent the fraud and reverse the passive situation in the past.Combined with practical work,the author analyzes the issues existed in early warning and dissuasion inthis article and put forward relevant countermeasures in order to provide a reference for the combat with telecommunication network fraud.Of course,there are some shortcomings in this article.On the one hand,the author has a limited access to obtaining relevant national data about the telecommunication network fraud.The analysis to current telecommunication network fraud cases can not be supported adequately by the local data.On the other hand,given the author’s theoretical level,the countermeasures proposed by the author may be not comprehensive when he conducts the analysis of investigation work.And therefore the author needs to learn more indepth theory and practice more in the future.
