With the continuous expansion of the scale of Internet users and the continuous improvement of the popularization rate in our country,the telecom network fraud is becoming more and more active.With its characteristics of non-contact,strong concealment,strict organization,clear division of labor,and rapid renewal of criminal methods,the telecom network fraud has become the most prominent criminal type at present.Since 2020,"Yunjian-2020" has had a strong deterrent to telecom network fraud criminals,but the situation of telecom network fraud is still grim.How to accurately identify and prevent the crime of telecom network fraud has become a major challenge of criminal investigation.However,the current telecom network fraud crime investigation is still based on the traditional passive investigation mode of reverse thinking backtracking,which has some problems such as slow response speed,difficulty in recovering stolen goods,difficulty in fixing evidence and low investigation efficiency.The reason is that,on the one hand,the active investigation mode and "from person to case" investigation mode are not applied to the telecom network fraud crime,and the investigation activities are relatively passive;on the other hand,the multiple subjects are not introduced to prevent and combat the telecom network fraud crime,and there are still information barriers.This paper summarizes the behavior patterns of the telecom network fraud crime in the preparatory stage,the implementation stage and the accomplished stage,extracts the characteristics and risk factors of the telecom network fraud crime,and uses data mining,collision and artificial intelligence technology to build a monitoring and early warning system integrating identification,early warning,stop loss and investigation,so as to evaluate the behavior deviating from the normal behavior In order to improve the strength of the system,we can intercept the personnel in advance,warn and dissuade in the event,and trace the source after the event.The main contents are as follows:This paper expounds the writing background,significance,literature review,research methods and theoretical basis,summarizes the current situation,characteristics,development trend and investigation difficulties of telecom network fraud crime,analyzes the necessity and feasibility of constructing the monitoring and early warning system of telecom network fraud crime,and constructs the monitoring and early warning front-end system and monitoring and early warning back-end platform,in which the front-end system includes personnel The backend system includes the research and judgment platform and the early warning platform.With the output content corresponding to the early warning level and the relevant stop loss and investigation countermeasures taken,the overall construction of the monitoring and early warning system of telecom network fraud crime is completed.
