Research On Civil Aviation Counter-terrorism Early Warning Mechanism

In the field of civil aviation,the attempted arson attack on the plane on March 7,2008 and the attempted violent hijacking incident in Hotan,Xinjiang,on June 29,2012 gave us a major warning that our civil aviation system,especially the civil aviation system in Xinjiang,has faced a serious terrorist threat.This reminds us that we must not take it lightly and actively study early warning mechanisms to deal with the threat of civil aviation terrorism,so as to effectively curb terrorist criminal acts in the civil aviation field.Under the guidance of the idea of idea intelligence-led anti-terrorism,this article studies the early warning mechanism of civil aviation anti-terrorism on the basis of crisis management.On the basis of discussing the meaning,basic principles,functions,characteristics,composition,basic theory used by the research institute,and the significance of improving the civil aviation counter early warning mechanism,it proposes to improve the various processes of intelligence anti-terrorism early warning,especially Integrate intelligence warning and risk assessment through crisis management theory.Combining the characteristics of current civil aviation terrorist crimes and international civil aviation anti-terrorism prevention work experience,this article proposes countermeasures to improve the anti-terrorism early warning mechanism from four aspects: laws,regulations,organizational mechanisms,intelligence operation processes and security mechanisms: first,strengthen the top-level design and improve the construction of the system level The“AntiTerrorism Intelligence Law”was promulgated in due course;second,by integrating existing civil aviation public security agencies and setting up specialized civil aviation anti-terrorism intelligence agencies,a vertical,horizontal,internal,and specialized counter-terrorism intelligence organization system was formed;third,in the early warning work Practice intelligence-led anti-terrorism concepts and crisis management theories.Strengthen the civil aviation terrorist threat assessment and early warning response;Fourth,strengthen the civil aviation anti-terrorism early warning guarantee,focus on building a three-dimensional,systematic and reasonable civil aviation anti-terrorism early warning mechanism,in order to be able to more effectively improve the civil aviation anti-terrorism early warning capability.
