The Research On The Construction Of The American Counter-terrorism Information Sharing Systemafter 9/11 And Its Enlightenment To China

Intelligence sharing defines as a process of promoting the exchange and sharing of intelligence products and intelligence resources between intelligence agents,and improving the quality of intelligence products and improving the efficiency of intelligence use.Counter-terrorism intelligence is arduous and complex,and it is necessary to realize rapid,efficient and secure interaction of intelligence.Therefore,achievinghigh-efficiency and deep-level intelligence sharing has become an important part of reforming traditional intelligence activities.Facing nowadays situation of counter-terrorism,there is no doubt that counter-terrorism needs to establish a scientific and orderly counter-terrorism intelligence sharing system to solve the problem of intelligence sharing.However,China’s intelligence theory and actual combat departments have not formed a systematic intelligence sharing theory and scientific working method system.The counter-terrorist intelligence sharing practice and theoretical research in the United States began after the end of the Cold War.Before the the 11^th September,it was mainly concentrated in the traditional security fields such as politics and military.After the September11 attacks,the US intelligence community began to shift its focus to intelligence sharing for counter-terrorism work.Through intelligence reform,the US intelligence community has promoted intelligence sharing between law enforcement agencies and counter-terrorism intelligence agencies,and has gradually established a scientific and effective counter-terrorism intelligence sharing system.Analyzing the US counter-terrorism intelligence sharing system in an all-round way including its advanced featuresand shortcomings in practice,which can provide meaningful reference for China’s counter-terrorism intelligence sharing work and help build China’s counter-terrorism intelligence sharing system.Based on the experience of the US counter-terrorism intelligence sharing practice and system construction after the September 11 attacks,this study is based on the counter-terrorism intelligence tasks and challenges that China is currently facing,and is guided by Xi Jinping’s overall national security concept,from the counter-terrorism intelligence theory.Cognition,strategic planning and counter-terrorism practices have proposed the concept of building a counter-terrorism intelligence sharing system in China.With the help of American research results and practical experience,we will build a counter-terrorism intelligence sharing system,which is characterized by“targeting the protection of national security and responding to the threat of terrorism,with a series of legal policies as the framework,guided by strategic planning,with a focus on institutional rational setting and cross-departmental cooperation,driven by sharing technology and working mechanisms,with a harmonious cultural environment as the background”.Through this system to serve the current counter-terrorism work in China,combined with the improvement of counter-terrorism hard power and soft power,it provides theoretical basis and method support for enhancing the intelligence sharing awareness and ability of the counter-terrorism department.
