A Study On The Mechanism Of The Whole Chain Fighting Against Drug Crime From The Perspective Of Collaborative Governance

At present,the characteristics of marketization,organization and systematization of drugrelated crimes are becoming increasingly prominent,and new patterns are constantly emerging,which makes the traditional "tidal","broken tail" and "disciplinary" attack patterns face difficulties.Collaborative governance has unique advantages in dealing with social crisis,reducing governance cost and improving governance efficiency.To fight against drug-related crimes,we should combine the coordinated governance of drug-related problems and adopt the whole chain strategy of fighting against drug-related crimes from the perspective of coordinated governance.The construction scheme of the whole chain cooperation mechanism against drug crimes includes:First of all,with the leadership of the National Drug Control Commission and the support of the collaborative community,the organizational structure is established,on this basis,the interests are sought to reach ideological consensus,the information platform is built to promote effective participation,and special business training is provided to improve the collaborative ability;Secondly,the cooperative mechanism should be operated to form the whole chain attack of drug chain,personnel chain and capital chain;Finally,summarizing the interaction between the collaboration subjects,evaluating the collaboration results comprehensively,and carrying out the subject accountability.This paper discusses the theory of collaborative governance,the practice of collaborative governance of drug problems,and the connotation of the whole chain to fight against drug-related crimes,so as to provide a feasible basis for the construction of the whole chain to fight against drug-related crimes.The construction of the whole coordination mechanism aims to analyze,judge and organize the fight against drug-related crimes from the perspective of social governance,integrate social forces,improve governance efficiency,and form a coordinated,systematic and balanced strike situation against drug-related crimes.
