The indicator system of organizational culture construction of grassroots public security organs is an important basis for the implementation of grassroots public security organs rules and norms,and plays a crucial role in modernization of system and improvement of the capacity and efficiency of grassroots public security organs.Since our country has entered a new era,the requirements of both the party committee of the CPC(Communist Party of China)and the party committee of the ministry of public security,the new requirements of the changing social environment,and the new requirements of the police officers make it increasingly important to construct a systematic,forward-looking and operable indicator system with the characteristics of The Times.Based on Denison's organizational culture model,this paper reviews the domestic and foreign literature,and takes a brief analysis of some basic conceptual elements of the organizational culture construction and its indicator system of grassroots public security organs.The organizational culture of grassroots public security refers to the sum of the beliefs,values and codes of conduct with police occupational characteristics which has been gradually formed in the basic entity units of first-line during the operation process,and which has been recognized as well as followed by the units and police officers.It is the combination of spiritual culture,institutional culture,behavioral culture,material culture.The indicator system of organizational culture construction of grassroots public security refers to a structural system of logical evaluation and quantitative analysis,which is expressed as a unity reflecting quality and quantity regulations relating to the operating condition of the process of organizational culture construction and its components in the grassroots public security organs in a certain period of time,used to judge the progress of organizational culture construction of grassroots public security.Police administrators could understand the overall situation of organizational culture construction by the indicator system,value the evaluation results based on existing standards and comparisons between different grassroots public security organs,make scientific decisions,and predict relative factors centered on organizational culture construction.And on this basis,the paper is to carry on the theoretical construction of indicator system,select specific indicators,confirm the weight of indicators,and perform a predictive analysis.Finally,the indicator system of organizational culture construction of grassroots public security organs was formed which contains four primary indicators,eight secondary indicators,and several specific indicators.In addition,the paper also provides some suggestions to optimize and use the indicator.The former means: First,excavatingthe connotation of the organizational culture of grassroots public security organs.Second,strengthening coordinating with the needs of work.Third,learning the experience of other industries and departments.The latter means: First,clarifying the strategic positioning of the indicator system.Second,improving the working mechanism of the indicator system.Third,improving the evaluation of the indicator system and the application of the results.
