On The Problems Of Implicit Corruption And Its Countermeasures

The Communist Party of China has always attached importance to the building of a clean and honest party,especially since the 18 th National Congress of the Party,the efforts on anti-corruption of the party and the government has achieved remarkable achievements,and the struggle on anti-corruption is transiting from "overwhelming situation" to "overwhelming victory".However,the current situation of anti-corruption is still very serious.In order to consolidate the achievements of the anti-corruption struggle,promote the construction of a clean and honest party,consolidate the overwhelming situation and win the overwhelming victory,we must make further efforts on cracking down all kinds of and all the ways of corruption.As a form of corruption with strong concealment and complicated means and ways,implicit corruption has always been the object of the party and the government’s serious attack,and it is also a hot topic in academic community.Implicit corruption is a kind of corruption behavior corresponding to explicit corruption,which is covert and deformed.It is characterized by the delay and indirectness of interest exchange,the technicalization of extorting and taking bribes,the humanization of power,emotion and sexual trade,the "backwardness" and "elegance" of extortion,the decadence of spiritual thought and the formalization of work.There are many reasons for implicit corruption,including the subjective factors of public servants,the objective factors of system and dross culture.The implicit corruption has many bad influence and great harm.Therefore,punishing the implicit corruption is the top priority in the current anti-corruption efforts.In order to punish the implicit corruption,we should lay a solid ideological foundation,build a defense line against the implicit corruption firstly,then strengthen the external mechanism of the supervision of the implicit corruption,carry out the surveillance of power,once again play a role in the protection of the system in the punishment and prevention of the implicit corruption,and finally use legal weapons to punish the implicit corruption seriously.We must build a joint force through the above-mentioned means,so that making public servants form a political position that they don’t want to corrupt,can’t corrupt and dare not corrupt.Only in this way,can we really improve the efficiencyand effectiveness of the punishment of implicit corruption,so as to promote the in-depth anti-corruption efforts in China.
